Doktor Batsbak,

Rheinland has evaluated your requests and found two instances of violation of Rheinland law. Thus, your requests are on hold for the time being until these are rectified.

Rheinwehr Report #2,554 mentions one of the vessels operating under your supervision - the DSR-"Observatory". Its captain deemed it a worthwhile venture to entertain the thought of potential deals with not only Corsairs but also Hessians while one of our patrols was present on the 3rd of November 829. We need not remind you that both of these parties are considered enemies of the state. The integrity of that vessel's captain is in question.

Another one of your ships, the DSR-"New_Horizon" - formerly known as DSR-"Normandy"-SR1, was caught emitting the typical readings of jump drive operations not far from Forschungsinstitut Arnsberg on the 29th of January 830 at 23:22 Sirian Mean Time. Whether or not these were your prototypes is of no importance, the DSR-"Normandy"-SR1 has never received a permission to operate any technology in this regard. The vessel in question was registered with only a cloaking device in 827.
Should you wish to be presented evidence of both instances the House will provide.

Rheinland informs you that law enforcement authorities will be keeping a much closer eye on your operations now. You are urged to fullfil the following steps at your earliest convenience.
  • A fine of 5.000.000 SC is to be paid to Rheinland.Treasury.2
  • The captain responsible for commanding the DSR-"Observatory" on the 3rd of November 829 is to be immediately relieved of his duties and any contracts with him to be terminated
  • An official statement of yours to henceforth adhere to Rheinland law and more closely monitor your staff is to be issued, lest we are bound to reconsider Arnsberg's legal standing

After this has been taken care of re-evaluation may resume.

Guten Tag Herr Schneider,

I would like to start with the incident involving the DSR-Observatory.

The captain was dismissed shortly after the incident for recklessly endangering the safety of the ship and crew.
The integrity of the equipment and the safety of the crew is very high on my list of priorities.

Even if the intention of the deal he proposed was not to harm Rheinland.
It's just that for the current project the observation of neutron stars is of utmost importance.
I have already studied the neutron star in Puerto Rico thoroughly.
Finally, only the observation of the star in Omega-41 remains. Since there are frequent raids of Hessains and Corsairs in this area, precautions must be taken here.
Since we cannot hope for external help, we must negotiate a non-aggression pact at least for the time of our research.

Rest assured, besides humanitarian goods and credits, the parties would not have been given any goods or information that could have harmed Rheinland.

Let us now turn to the incident that occurred on January 29, 830A.S..

In fact, it was the first test of our own jump drive.
This test was necessary to test whether our prototype is functional.

As I hope you know, I made the request to test our prototypes months ago.
Until today we have not received any answer from you. Not even a message that there is a delay in the processing of this request. That would have been the least that could have come from your side.

Even though the test was against the law, as with all other tests, the greatest safety measures were taken.
It was ensured that no other ship was found in the vicinity and the test was carried out in the immediate vicinity of the station arnsberg to support directly in case of problems.

Since I have not received any response from Rheinland and my professional urge became stronger and stronger, I have seen myself forced to perform this test.

I understand all the points you are accusing me of. I also take full responsibility for everything that happened.

But I also hope that you can understand my situation.
I have invested a lot of time and money to build one of the most modern research facilities, but I am not able to do my research fully, because I am not allowed to have the necessary materials and artifacts.

Furthermore, I am still waiting for an answer to my request for collaboration that I made months ago.

I understand all the points you are accusing me of. I also take full responsibility for everything that happened.

But I also hope that you can understand my situation.
I have invested a lot of time and money to build one of the most modern research facilities, but I am not able to do my research fully, because I am not allowed to have the necessary materials and artifacts.

Due to the current situation, I am not continuing my work at the moment.
I will also only resume work once the details have been clarified with you and the government of the Rhineland.

Guten Tag, Herr Batsbak.

Your payment for the fine related to these incidents has been received.

We understand the utmost importance of your work, as it may be of use for the benefits both for the scientific community, but also for Rheinland.

However, your research are not exempt of abiding by Rheinland laws. As such, we advise that whether administrative work takes time or not, you wait for the paperwork to be in order, and get your authorisations before proceeding with your research. Laws are there for a reason, Dr. Batsbak: for your safety as well as others. The Rheinland authorities will not let you break them as you wish, and you will be severely punished if you reiterate such actions.

You said you are taking full responsibility for these actions; yet we are still waiting for the official statement that you will abide by Rheinland laws.
