Esteemed partners of the Crown,

I bid you a good day. We are reaching out on this day with a historical request, one that we hope will bring about a new era of cooperation between our three nations at a level unprecedented before.

The Trade and Industry Department has put the most serious considerations for the construction of a munitions factory, that will produce military-grade armament both for export and internal use, on Planet Sprague in the Nottingham (Omega-3) system. This also comes at a time where the threat of raiders is ever-looming, therefore adequate security will be needed in place to prevent any large-scale attacks. For this, we shall call upon the professional and reliable Armed Forces, but also on the highly competent Kaiserliche Rheinwehr for assistance.

Nevertheless, before any concrete plans can be drawn about, we wish to first inquire if Daumann Heavy Constructions, respectively Samura Industries, stand ready to embark on such an endeavour.

Mr. Hano,

The Trade and Industry department would be most thankful if Samura, and its subsidiaries respectively, would be able to redirect a fleet of transport ships for this project, whilst we ask that Daumann Heavy Constructions plans and draws up a list of required materials for this planet-side work. Furthermore, while not relevant to the matter at hand, we eagerly welcome any additional information about the production output of such an industrial construction, its ability to operate and produce foreign-designed weaponry, as well as any possible research outlooks for the factory for future expansions.

We also state that the planned recompensation will be much more in-depth than on-the-spot payments, akin to the Lewes Treaty that accords a specific % of production quota towards our partners. We wish to follow this model in this instance as well, however we will leave such talks to be done at the end of the planning phase. We understand that the provided information thus far may be little, so we ask that any concerns be addressed over this channel at earliest so that we may respond to them.

We will keep your proposal in mind, however at such an early stage we cannot commit to anything. Setting aside a transport fleet before the estimated quantities of supplies are decided, for such a small operation as ours, is not going to be possible.

It is with utmost intrigue i receive this message from the esteemed Bretonian authorities. Daumann is always interested in new business ventures, especially profitable ones *he grins*.
As you know, through our work at Portsmouth Shipyard, our previous business ventures has been a major boon to your house, it would be my pleasure to see another venture take flight, so to speak.

I do however need to inquire further on what exactly you require. Are you looking for small arms? Planetside weaponry? Or perhaps Space weaponry?

It is quite difficult to produce a manufacturing plant, there is a lot of details, this is however our speciality and as long as we are given general instructions on what is desired, we can surely come up with a plan that is within the desired budgets.

There's also a question of scale. How many do you see employed at this site? are we talking 3-5,000 or 25,000?

Now let us talk budgets, as i am sure you have one, however generous it might be. So we should be clear where the lines are drawn and where the generosity ends. Depending on the size and scale of the desired operation, this may cost billions of credits and take years to build. Are there sufficient political stability to ensure funding? Are there any loud voices objecting to these plans that we should be wary of?

It is also of importance to clarify chain of custody and security clearance for employees of said plant. Both during and after construction. Due to corporate interests, any such endeavour from Daumanns side will require Daumann workers planetside. We insist that our own employees will do the general machine production, building, installation, intergration and calibration. Machines specifically made for Bretonian designs should be calibrated and co-designed by your preferred Bretonian manufacturer. We will however deal with the integration of said systems. The native population can largely assist in general construction. You mentioned foreign designs, and as such, Daumann will insist on using Daumann employees for any Rheinland based designs. Since we are a major manufacturing company in Rheinland, we would like to ascertain that our corporate and design secrets are taken care of by our own people planetside for the duration of operation of the production plant. For non-Rheinland foreign designs, we ask the government to provide liason between the existing manufacturer and us, so we can adapt the production line(s).

I am sure that you are interested in native employment, on Planet Sprague. i have some suggestions for this, but we can come back to that at a later date, if you don't mind.

I think this would benefit us both, as it would maintain Daumanns interests, whilst providing a trained staff to rapidly deploy the plant. It would also lower costs, as staff training would be reduced and time of delivery shorter, as experienced staff would already be in place. Reducing the time of deployment.

Naturally, any and all Rheinland military designs that Daumann may or may not be able to manufacture will require a special permit from the Rheinland Authorities and Rheinland Military to produce, as such we will not be manufacturing said designs on this proposed plant, nor make the tools or accommodations for it.

  2. Samura Heavy Industries (Further: Samura) agrees to assist Daumann in the construction of the industrial complex on Planet Sprague by dedicating twelve transport ships towards the transportation of materials necessary throughout the construction phase;

  3. The Kingdom of Bretonia (Further: Bretonia) agrees to cover all expenses suffered by the two aforementioned parties during the construction and planning phases respectively;

  4. Military Factory No. 23 shall have a maximum of 30,000 employees at any time, with potential for future expansions, that are to be recruited from the populace of Planet Sprague. Daumann, as per outlined requests, shall delegate up to 50 personnel for dedicated production lines of Rheinland armaments and munitions;

  5. Military Factory No. 23 shall be split into two major production lines: heavy military equipment (such as and including warship weaponry for use by the Armed Forces) and light munitions & armaments. Foreign employees will be barred entry into the section containing the heavy equipment production lines unless agreed on by BMM representatives. Daumann personnel, in coordination with representatives of BMM, will coordinate the safe and professional management of production lines for light munitions and armaments;

  6. Production output of heavy military equipment will be directed in full towards Bretonia. Production output of light munitions and armaments will be redirected as follows: 50% for use by Bretonia; 40% for export by Daumann towards partners; 10% towards Samura for export or usage. These percentages may be amended at any time should all parties agree. Meetings about the production output of the complex may be made at any time, by request, by any of the signatories.

  7. The signatory parties agree to not disclose sensitive information about Military Factory No. 23 without the approval of all other signatories to provide rigid security measures.

  8. The security of the facility will be provided, in full, by the Bretonia Police Authority, with support from the Royal Bretonia Navy.

  11. Daumann will provide additional armed security measures around the Rheinland Munitions production line in the form of our own armed security.

  12. Bretonia will sign a exclusive maintenance contract with Daumann for the entire machine park and their support systems, at Military Factory No. 23, lasting 20 years, with an option of a 5 year extension. Daumann will use third party consultants, such as BMM, for machines that is not normally within Daumann's portfolio.

  13. Bretonia will provide a adequate work-visa program for Daumann employees, estimated Daumann workforce will be up to 4000 during construction, and up to 1,200 during normal operation.

  14. Bretonia will provide zoning for a Daumann campus, containing office, recreational areas, storage and residential area on Planet Sprague, with enough land to build a small star-port for private shuttle services in addition to the aforementioned installations. Daumann will cover the cost of said land purchase. Daumann will cover the cost of office construction and any other construction cost on its campus. Daumann will use at least 75% native work-force during the construction of its campus in order to support the local economy.

Samura is active, and our communication departments have been aware of this promising project, in which we are interested in participating.

However, what we really need is to establish a fairer percentage in the final participation between Damann and Samura, because we have understood that 10% fell well short of what our estimate suggests.

So, this is our only claim, that is, if this participation is adjusted to a more accurate level for the Samura, we will be ready to start the activities by sending the required amount of ships to provide the material that is requested of us.

Therefore, we are attentive to perceive a new proposal regarding what we have mentioned, so that we can formalize the final contract.
