This would need a entire new rebalance of the capital systems. Starting in New York with level 1-3 NPCs is far different to starting in Alpha with rank 15+ NPCs.

YES!!!:yahoo: but the trivial stuff such as different ships for sale and balance issues can be solved in many efficient ways. One of them would be to balance the strengths of NPCs everywhere where newbs get their missions.
edit: WHERE THE MISSION WAYPOINT POINTS. not all NPCs in that area

or the DISCO_modders could follow my suggestion - see post 15. This is easy work.
To Illustrate - So if Rhineland Civy was your chosen start you would probably start with a Hawk @ NB instead.
Why not just create a new starting system that acts as a gateway. Low levels could start there and there would be noob friendly missions/mining zones for them to make money, then once they hit 30 they can head into the real world, or maybe leave whenever you like,f or people setting up chars.
In the system you'd have a jumpgate to each of the main houses, along with a few pirate faction bases. (Maybe even have NPCs in this starter system to help them get their rep set up properly before hitting the gate)
This system would be a one way system, meaning once you leave you can never get back in.
Only problem I can see is all the low levels and new players being stuck with the hackers and cheaters... but its like that anyways at Manhattan.
