If you are in a system with a sun in its center you can go to Conn and get beamed to Delta from there, just do not dock once in Delta.

As for the issue where the base won't sell guns, you can swap it from other ships as a band-aid. There's 30 minutes of time for it though, hopefully everyone will have a viable loadout.
