How about unlawful ships open to generic piretes be sold only in guard systems? That way unlawful factions will be shure that the customer is atleast an enemy to their enemies. The other thing is RP. If a generic pirate has a ship(green cell tech) he has to ask for a permission from the official faction to have it, if he doesnt have one then there will be some penalties.

I agree. Both should be slamme harder with nerfs. No matter how much the admins give them, they just bitch, and whine for more. They both already have the best ZOI in the game, and just as many ship choices as faction IDd players.

I think not. Guard systems are off limits to all non faction IDd players. I do not care how green your rep is. I see a freelancer or Pirate ID in any Guard systme i am an ID holder for, i will shoot them, and call in more of same ID to help if needed. NO ONE! wants a bunch of lolwut Pirates or freelancers in thier guard systems. PERIOD!
Personally, I think nerfs beyond 75% is stupid on any ship.
75% is PLENTY to remove any PvP advantage, and will allow for people to have felexible Role Play for WHATEVER ship they want to use.
If I were in charge I'd just make a 75% limit to EVERY ID for WHATEVER tech they want.
To say that a certan ID'd player should have a nerf on a ship because it's being used in a way that the original faction wouldn't want is stupid. It's controlling something that can't be controlled?
Can the United States "nerf" the weapons we've sold off to other countries now that they're using them for terrorist attacks? No.
75% is plenty to remove a PvP advantage, but more is just factions STILL trying to control their tech, which is OORP in itself. You can't "make" stolen or salvaged ships/guns somehow work more or less depending on who found it...

He has a point actually and this is true. You cant change the tech of the weapon that is being fired by simmilar fingers as the ones it was produced for (they are not being fired by klingons or space elfs) Still i think 90% for a couple of unlawful factions is fair enought.
Pirate life, even though the big ZoI, is hard enought. 3 facs already removed their docking rights(one even hostile) and most of the others just dont want them and sometimes shoot at them.
This may be funny for someone,but I'd like to bring up an idea that may sort out this problem in the future:
Increasing the prices of weapons for Pirates who want to have less than 25% nerf. That may be done via forum,or ingame too.
Well,you may be interested how can we do it ingame.If you think a bit,there is a thing that increases our hull,armor,named "armor upgrade,or Capital Armor Upgrade".
It'd be absolutely possible if we make the same with the weapons.For example an upgrade of a weapon that can decrease the nerf.Like cap.armors are they would be MK I , MK II,Mk III,MK IV,MK V, etc.
The one that could decrease the nerf to the 0% would cost too much,maybe inaccessible for some people.But it would cost too much. The one that could decrease the nerf to the 25% would cost much less.Actually,their prices will be up to community.

I think the RP-idea is that lacking knowledge of how to repair and maintain the specific advanced ships and weaponry is what causes the nerf, not problems with the pilot's trigger finger. So that argument is moot.
But I don't see why pirates and freelancers should be treated differently - they should both have a flat 75% on faction tech IMO. Freelancers get the unlimited ZOI as well, often take bounties on the spot and have 100% diplomatic freedom with few consequences (one day they be shooting lawfuls, the next day pirates and terrorists) and one could argue that they have access to better (lawful) tech than what the pirates have, so they would still have an advantage over indie pirates.
