Taking a job is more than simple killing for money (or in my case, flapping around watching your target sail away because the CD wont track). The BHG, try as it might not to, is going to get caught up in politics.
For example, the BPA has bountied the CR, which carry IMG i.d.; now considering that there are BHG ships sold on IMG base, Freistadt for example, which is described as having "members of the BHG also frequently seen aboard", it's likely that mercs would be fulfilling this, as the BHg have something to lose in alienating a faction that is not really criminal in the broadest sense of the word.
I don't think there would be any obstacle to taking a bounty against a Kusari regardless of faction, seeing as the BHG is not tolerated and there is nothing to lose by taking jobs there.
There is also the matter of conscience. Despite the motivation of cash, a BH is a person first and foremost and some might want to know what the person did.
As I said already, we accept all major credit cards. What did this guy do? Cook and eat Mother Teresa's corpse?
Athenian, didnt you know, ALL bounty hunters are ex pirates thus we are heartless brainless lazy cowards who will only prey on the weak and defenseless. We only use battlecruisers regardless of the target even if it is a starflier we will still send in a battlecruiser just to be sure that not only do we kill the target with gunfire but have an increased chance of killing the target outright just in fear alone. The only thing that a bounty hunter cares about is money, not politics, not loyalty, not respect, but cold hard cash and nothing else. (little bit of truth, little bit of sarcasm, whole lot of community opinion)
Funny thing is that if all the above was true, then a BH is nothing more then a Merc with access to larger ships. It would mean that BH can accept a contract against any target regardless if its lawful or unlawful and it would be expected. Especially since the Houses (kusari mostly) treat pirates better then they do BH. It would be interesting if the definition of BH was able to be altered based on the actions of the other factions.
A house treat BH like skum - BH can accept bounties against that House.
A Trader carries contraband but escapes, later is killed while carrying legal goods.
Acceptable since he was still a fugitive.
(Just because you escape and sell the cargo does not remove the fact that you committed a crime).

Certainly, I agree that the BHG is dependent on how Houses treat it. The Police forces should treat us as allies. We certainly won't be holding hands while having long warm showers into the early hours of the morning together by any means, but a cordial working relationship should exist.
Any feedback from my members has been very positive about the Liberty lawful factions. Cash is the driving force behind our presence there but we do work well together (even if it is just getting blown up together).
Politically, the BHG is in a bit of a bind, having one station in each of three houses and being spread so thin. These are on the borders, but I think that is to facilitate access to the borderworlds rather than a desire to keep BH on the periphery on the part of the Houses.
I think it's reasonable to have one or two hunters who are unscrupulous enough to do assassinations; but generally speaking the applications I get are form people who want a fresh start or who have grudges against a particular branch of pirates. I don't think any of them would contemplate murdering someone who had stolen a company's pencils. But if he's a trader who's responsible for the death of a family or something like that, well I'd at least put it out there for the members.
Needless to say, the killing <strike>will</strike> would be done somewhere isolated where no lawful force is policing. We have a strict policy againts pushing people out of airlocks within 200m of Newark Station.
