My name is Doctor Isabella Saito, I am the Commanding Officer of the [MFE]~Penicillin. I am also the Head of the Mental Health Department of MFE. I am pleased to inform you that the pilots who were given into my care after the fight in Leeds today are fully cleared and have been returned to your Headquarters on planet Spaque. The Pilots Jacky Montgomery and Bob Pickering, as well as Pilot Eileen Harding, received a Checkup, an MRI, and some X-rays. All Patients are Medically Cleared. Miss Montgomery got some Bruises and a Couple of Scratches while Mister Pickering Banged his head at the Ejection from his Spacecraft. The Escape Mechanism Prevented him from having even worse injuries but he was unconscious most of the time. He was pretty Unfriendly once he woke up and Accused us of Kidnapping Him and some other rather unfriendly things that I don't want to Repeat. He was causing such a commotion on board that we had to inject him with a sedative to calm him down. Miss Harding had only a Light Bruise on her shoulders from the Seatbelts that were pressed against her body at the Ejection and some Simple cuts that she got some Bandaids. She must have had a Guardian Angel on that day as her Life Support System seemed to have Malfunctioned and she had only Oxygen for 30 Minutes instead of 30 Hours left as we found her. All Patients have a Prescription for some mild Painkillers and Instructions on how to take them. These should bring them over the next couple of days till their bodies have healed enough to be pain-free again.
Originally we had Planned to Release the Patients to the CDI)HMC-Tamworth once they were Stable and medically cleared. However, due to the Confusing Situation of the Fight and the appearance of an Unknown Enemy With a Broken IFF that Started to Attack the Other Ships, we decided it would be better to move over to Baffin first before we Return your Pilots to Spraque on our Way back to the Borderworlds. We hope that your Pilots are Soon fully Recovered but we would advise you to give them at least 3 to 4 Days of paid vacation For them to Support their Healing Process. With this, I wish you the best of luck out there and hope you won't need our Service for the foreseeable future. This is Jacky Montgomery, Special Sergeant CDI. First off I would like to thank you for your timely assistance. Unfortunately I am not sure my insurance covers any extended medical treatment, and I must also inform you that with my recent promotion to Special Sergeant, I have been obligated to do numerous extended shifts. So even with a medical note, I will not be getting any time off unless I had suffered a more significant injury. Unfortunately I must also inform you that Sergeant Pickering will not stop bitching about your treatment of him. I know he's being a big baby but with any luck he won't pursue legal action. But don't be surprised if he bemoans his rescue for weeks to come. He is making it very obvious that he had a miserable time and did not enjoy himself.

First and Foremost Please don't worry about any Costs that your treatment might have caused. MFE is a Purely Humanitarian Non-Profit Organisation and we are Financed by Donations. Many of our Donors are also from the Kingdom of Bretonia so you can Consider that your Treatment was Paid by the Crown, or Rich Folks if you Prefer.
As for Mister Pickering, you can Inform him that he can "Bitch" as much as he wants. But we operated fully in the Boundaries of the Bretonian Medical Law. As I told you we at MFE meet the same Qualification Criteria as any other Doctor in Bretonia. And if a Patient is a Danger to Himself or Others like Mister Pickering was at this time, then we have all the Right in the world to keep this patient calm even by Injecting them with some Sedatives. So any Try of Legal Action from his side is Doomed to Fail from the Start as we keep Records of all the Patients we care for.
As for his Behaviour, I have to say that I have not expected anything else from a man that Accused his Saviours to have "Kidnapped" him. You can also Remind him that he was Given over to us by the "CDI)HMC-Tamworth", so even his Coworkers are deemed it Necessary to give him into our Care. Oh but if you really want to mess a bit with him then you can Remind him that I as a Certified Doctor have the Right to Sue him if he Damages my Reputation with baseless accusations. Or I can use the Horse Sedatives on him Next time and Send him into the Dreamland for an Entire Month.
Now, as a final Message, please let me Congratulate you on your Promotion. It's great to see a more Competent Officer in a Leadership Role. This makes me feel more secure as I fly through the House of Bretonia to help its Citizens and, of course, its Officers as well. Forgive the short message here, but I had to re-read your response a couple times and I would like to ask for clarification on a matter:

This quote here seems to suggest a willing intent to violate the hippocratic oath and directly lead to medical malpractice as this counts as "an act by a physician during treatment of a patient that deviates from accepted norms of practice in the medical community and causes an injury to the patient (physical or mental)". Such an act is clinical criminal negligence which would be a breach of duty of a healthcare professional such as yourself... and in itself is a threat against a member of law enforcement. That is a serious matter, Miss Isa, and will be brought to my superiors.
While I may be somewhat high on your drugs myself right now I am realizing you mentioned Baffin here? How far exactly did you fly your ship out of Bretonian space with us aboard, Miss Isa? Through the Taus where there are known Outcast and Gallic raiders? I need to review Sergeant Pickering's notes on the situation again, I am realizing I may be misremembering things due to this medication and this warrants further investigation. This kidnapping accusation of his may hold more water than I had realized at first if we were transported that far... excuse me, I need to make some calls.

First and Foremost Please let me apologize for my bad attempt at making a Joke. Of course, I would never give some "Horse Sedatives" To a Patient. This was a really Bad and Inappropriate Joke from my Side. I can assure you that I take the Hippocratic Oath very Seriously. I have my Whole Life dedicated to this Oath after all.
Now that this is Explained let me Explain your Tripp to Baffin. This Detour has Several Reasons. The first of them was the Current Situation of the Leeds System. After we got Handed over the Patients there had another Fight Erupted as the Two Bundschu Gunboats came under attack by an Unknown Entity. This Entity also took the Penicillin under Fire and so we decided to Retreat Towards the the Tau 31 Jumpgate to Escape the Hostilities. Because that was the only Safe Route at this Moment. It was around that time that mister Pickering showed his Absurd Behaviour and Started to Shout all kinds of Accusations and Insults at our Crew. This caused such Great Confusion among our Staff that the Helmsman decided to take the Jump into Tau 31. We could then Sedate mister Pickering after our Arrival in the System where we stayed for a Short while at the Jumpgate to Decide how to Proceed Further. The Behaviour of Mister Pickering and his Head Wound gave us the Suspicion that he might Sustained some Internal Brain Bleeding as he hit his head during the Ejection from his Ship.
The Penicillin is First and Foremost a Mobile Medical Factory Ship. While the Modular Nature of the vessel also allows too also Mount Hospital Pods, I have to inform you that we were not Equipped with these kinds of Pods during the Events at Leeds. Therefore we only had the Standard Medical Equipment on Board. This is Relevant because of the Kind of Injuries that we Suspected Mister Pickering to have. An Internal Brain Bleeding of the Kind that we Suspected him to have Can only be Discovered by the use of a Deep Scan MRI machine. The Penicillin had none of these Machines on board at the Time of the Incident. The Same goes for the Space Stations around the Nearby Planet Harris and the Planet Itself. Therefore due to the Unknown Security Nature of the Leeds System, it was decided to Continue our Way over to the Baffin System. Over there we have a Medforce Hospital Station called Med Force General and Research. Due to its Nature as a Research Hospital, this Station is equipped with a Deep Scan MRI Machine.
At the Station all 3 of you Received Adequate Care and thankfully we could Confirm that Mr Pickerings Irational Behaviour was Simply a Fact of his personality rather than the Cause of a Bleeding in his Brain. We also Scanned You and Miss Harding as you had some Bruises from the Security Belts during your Escape from your Ships. Such Bruises also can sometimes be an Indicator of Internal Bleeding so we wanted to be 100% Sure that you are Healthy when we Released you from our Care. Once you all Were medically cleared we immediately set the Course back to Bretonia, During this Trip Back we were Accompanied by a Fighter Squadron from the "Shasta Orbital Skyhook". This Escort meant that we could ensure that you Reached your HQ at Spraque Safely.
I hope this has now Cleared Your Suspicions of Malicious Intent on our Side. Due to your Worries, we have decided to send you a copy of your Own Medical Record that was Created During that Encounter. In Total, you were only 12 Hours in our Care and we did our best to Release you as Fast as Humanly Possible while we made sure you got the Best Medical Care Possible. We also included the Location and a Scann of "MedForce General and Research" in Baffin so you can Send a Scout to confirm this yourself. Should Mister Pickering or miss Harding Wish to see there Medical Records then we will give them access to them as well. My name is Inspector O'Sullivan of the Civil Defence Initiative. I have been assigned to lead the investigation into the incident that occurred on 24th November 834 in Leeds, involving the MFE Penicillin and several CDI constables.
Summary of fact:
Our records indicate that Special Constables Harding, Montgomery and Pickering were involved in a violent altercation with hostile vessels near Leeds orbit, resulting in an emergency ejection. The HMC Tamworth captained by Sergeant Appletree was also in attendance.
While commanding the MFE Penicillin, you rendered aid by bringing the escape pods aboard, before withdrawing to ameliorate the possibility of further attack. You then provided medical assistance to the recovered constables.
Upon regaining consciousness, special constable Pickering became agitated and refused consent for further treatment, and requested you release him from your care. You responded by directing your staff to tranquilize him.
You then commanded your vessel to withdraw from Bretonian territory, setting a course for an MFE installation in the Baffin system. Once completing the assessments you deemed necessary, the constables were transported back to Planet Sprague and released into the CDI's custody.
My findings:
Your intervention in rescuing ejected pilots during a combat scenario was laudable and something to be encouraged. Bretonian common law precedent recognises a "good Samaritan principle", which shields rescuers from liability attached to incidental injuries incurred by subjects during a good faith rescue attempt.
This is intended to encourage passing traffic to render aid in the event of disasters or emergencies, without fear of civil lawsuits for accidental injuries caused, such as tractor beam whiplash.
The United Kingdom of Bretonia Charter of Interstellar Law (UKBCIL) defines assault and kidnapping under Regulation 3.1. In particular, kidnapping is defined as the coerced detention of any vessel or individual, i.e. the holding of pilots or escape pods.
I consider your conduct in securing the ejected constables and withdrawing from the area was both reasonable and lawful, given that the HMC Tamworth was still engaged in combat and was not in a position to safely receive casualties.
I consider that withdrawing beyond Bretonian territory into Baffin was unreasonable. This is on the basis that safe locations were available for the held officer's care at LD-14 in Leeds itself, or on Planet Harris in Tau-31. The latter hosts both a fully provisioned Bretonian colony - including military triage facilities - and Cryer Pharmaceuticals medical facilities.
Finally, your approach to Constable Pickering's care was both unreasonable and potentially unlawful. Constable Pickering was cognizant of his circumstances and capable of making informed decisions about his own care. He refused consent for a procedure which you ignored. This potentially rises to the level of malpractice, and is certainly unethical.
Tranquilizing Constable Pickering and transporting him against his will to Baffin was both unreasonable and potentially unlawful, engaging the kidnapping provisions of section 3.1 of the UKBCIL.
Having reviewed the relevant patrol reports and your own testimony in this channel, I consider that the actions deemed unreasonable and potentially unlawful were not undertaken with malice. I believe they were likely motivated by a genuinely-held belief that the course of action was in Constable Pickering's best interest.
Despite this, the actions were still improper and in gross contravention of both Bretonian law and medical regulations.
My recommendation:
Having discussed this matter at length with both the Chief Inspector and the CDI's legal officers, we have determined that a suitable resolution would be to issue a formal caution to Dr Isabella Saito as the commanding officer of the MFE Penicillin, and require an apology to now-sergeant Pickering.
Currently we are not minded to issue a fine, or to refer this matter to the Crown Prosecution Service. We feel it better serves the public interest to resolve the situation without further escalation.
A caution requires the subject to acknowledge and accept the offence. It is not a criminal prosecution, but acts as a formal warning that will remain on your record for future reference.
Please let me know if you find these terms acceptable. If so, we may consider this unfortunate matter closed. Failure to accept this issued caution may result in the pursuit of alternate non-consensual enforcement means.

I have read your Recommendation to solve this Matter with a formal caution and Accept it. I see now that our Medical Data about the Kingdom of Bretonia is Outdated and should be updated soon. We still don't believe that a Mining Installation like LD-14 Is an Appropriate Place to hand over Patients with Potential Life-Threatening Injuries, but if the Medical Situation on Planet Harris actually Improved that much over the last years then we will Bring our Patients there in Similar Situations. I am deeply Sorry that our Well Meaned Actions towards your Officers were Perceived as a Crime and a Evil Action. Our Intentions were only to help and to make sure your Officers would be safe. As a doctor, I live by the Hippocratic Oath and try my best every day to make the Sirius sector a little better for the people who live here.
As for Mister Pickering, I must inform you that I Refuse to Issue a Formal Apology to him. At least not for the things that go Beyond the Transport to the Baffin Sector and back to Bretonia. His Behaviour on that day was a Threat to the Doctors and Medical personnel on board. Therefore we had more than enough Reasons and gave Mister Pickering Enough Chances to Calm Down. After he refused all of that we applied a Mild Sedative that would only help him to calm down so that we could do our Medical Work. And for your Information, this Kind of Behaviour already began in the Leeds System as soon as mister Pickering Woke up. We apologize for the Transport of Baffin to him as we do to the other two Officers. You are Right that Planet Harris might have been the Better Option for us to Seek Help for your Officers.
The Segant however has shown a Considerable Lack of Professionalism towards us in the past and Present. He has shown Hostility towards the Medical Vessel Penicillin many times and has even Threatened us with Boarding, the use of Peperspray against Doctors, and Even a Torpedo Attack against a Peaceful Medical vessel. We also got Accused of being Drug Dealers and slandered in other ways Several Times by Mister Pickering. As you should be aware is the Attack against a Peaceful Medical Ship a War Crime and can be considered a Crime against Humanity Itself. All we did was to offer your Officers Including Mister Pickering our Services as Medical Professionals and Tried to be of Assistance to Resolve Conflicts Peacefully.

As you have seen Proven here Mister Pickering has a Problematic Attitude against Myself and the Medical Profession. However, I am willing to apologize to Mr. Pickering for my actions if he does the same. In this case, I am also prepared to waive a civil lawsuit for slander and defamation against Mister Pickering and the CDI as his Employer. If all Sides are Willing to Apologize for Past Misunderstandings and make Peace with the actions of the Past then I am happy to Bury these Incidents Deep in our Records. But In my Professional Opinion as a Psychologist, you should send Mister Pickering to an anti-agression training and even to a Therapist to Treat his past trauma and his Psychological Problems.
Apart from the apology to Mister Pickering we are Accepting all Requirements of this Deal and hope you accept our Apology for the Things that went Wrong during that Fateful Day. I hope that we can work together in the future and have a Healthy Professional Relationship. First of all, Dr. Saito will not longer be speaking with you on this matter at the recommendation of our legal staff as she has said her piece on the matter. Also, because of previous history with the Bretonian Crown, our lawyers have gotten pretty sharp on your legal codex which is often open for interpretation by your officers and personnel.
I have been reading through the reports on this whole incident both by what your officer has filed, you have interpreted and what Dr. Saito has filed. Note that medical records are sealed as we do not share them with anyone outside of my office. I find the conduct of your officer Pickering infuriating. Threatening my staff with torpedoes and pepper spray? And he thinks Zoners have the attitude? Then an apology is demanded? You MIGHT get one when he is terminated from his position.
Dr. Saito did NOT have to provide services to anyone but she did. She even put herself and her crew in harm's way to render aid and in typical Bretonian style, you wish to focus on what you feel is wrong so let us talk some of those points. This is coming from our legal team.

You felt that going beyond LD-14 is unreasonable. Considering that Molly raiders frequent the area and have not always been friendly towards us AND we have a facility in Baffin, I see this as acceptable. Also per Med Force SOP which I wrote and all department heads approved, it is a central point between all major houses and close to the Taus and we there for retreat to it for a secure area to render care. For us in the Taus, we have had little interaction with the Outcasts and Gallics there but retreating to Baffin is our safety net.
Also per our SOP, if a patient is disruptive as your officers were, sedative are authorized if needed and trust me, we do not need to administer horse sedatives. Those are used in our veterinary division, NOT on a Med Force ship. What we use are strong enough and are prescribed. Perhaps next time then if someone wants to act like that we will put them in the brig until such time as they calm down. We do have one you know!
Now we do a good deal of business with Bretonian corporations and we would like to keep doing so but if unruly police officers are going to act like this and then threaten an entire Enterprise, we can take our business elsewhere. Your people already escalated this, we have not. We will NOT be pushed around by the Crown. The ball is in your court, Inspector.
