I was informed by Senor Voncloud about the change of administration on Planet Pygar forced by your organization. For a long time I could count on the loyalty and fruitful cooperation with him as Pygar Administrator. Now with you in charge; I heard a „Mr. Anderson“ seems to have taken over; I am uncertain about your intentions and willingness to cooperate with us.
Since the signature of the Theta Summit Agreement, Corsairs and Zoners have gone to any lengths to overcome past conflicts and worked together to restore vital sections of Freeport 9 and clear surrounding wrecks and debris that are reminders of darker times. Moreover, we already established a supply line from Freeport 9 to Planet Pygar to support it with essential food rations, oxygen and water. I am certain that the inhabitants of Pygar value our contributions to their life support and it should be in the best interest of your people on the planet to maintain this collaboration. We are from our side not interested in any hostilities as long as you do not give us a reason to change that.
I am awaiting your reply and statement to your position on the continuation of the collaboration between Corsairs and Pygar. I believe I do not need to remind you that this decision may be a crucial one for keeping peace in Omicron Theta and protecting the Zoners in the Omicrons from the lurking Outcast threat.

My name is Christian Burton, leader of the Phoenix group. Pleased to make acquaintances. The rumors were right, Jack Anderson has indeed recently been appointed as the new administrator of the planet Pygar and Corfu station, since Mr. Voncloud has lost confidence on behalf of our organization. As for our perspective on the Omicron Theta incident.
It is impossible to forget the conflict and the bloodshed that was caused, with the speed at which you are disposing of the remains of warships. You invaded our station and killed our people as they had the courage to prevent the station from being boarded. However, now that enough time has passed for emotions to settle, we are taking a rather pragmatic approach to the issue of coexistence with the Corsairs.
Let's just say that we don't have one iota of confidence in your actions at this point. Why should we help a group of individuals who invade our home and dictate terms to us? We're not Stockholm syndrome people, not at all. I may be letting you in on a great secret, but Zoners are not a party to the conflict between Outcasts and Corsairs; your forcing them to take a side of the conflict that involves the general administration of Freeport 9 will worsen the situation on Freeport 10 and other stations and planets under that banner. You are not the only one to use Trojan horse tactics on a civilian station. Rest assured, when word gets out about Zoners cooperating with the invaders, no one will count us out - why tolerate Zoners' independence if they'll be just as malleable if invaded?
Like any empire, including even one like the Corsairs, expands by growing and capturing new ones when it is strong enough to absorb the target. And we certainly believe that Freeport 9 will not be your last victim.
However, we are willing to cooperate if you express an interest in restoring the status quo that existed prior to the annexation of Freeport 9 and returning the station to our jurisdiction and demilitarizing the station. In return, we can restore the biodomes and all Freeport 9 infrastructure by Livadia Shipyard as soon as possible and resume daily deliveries of food and any other services or goods the Corsair Empire requires. Moreover, deeper cooperation is viable option. In order to reconnect the faith of good neighborhooding, we need a trusting relationship between us.
We understand your concerns about the security of your borders. You may leave as many ships as you wish in the vicinity of Freeport 9 for protection from groups unfriendly to you, since Phoenix does not recognize the NFZ you are free to destroy any ship except Zoners. All we need to do is return the station to our control.
Gracias for coming back to me. First let me assure you that our food supplies to Planet Pygar would not have been authorized if they had negatively affacted the situation on Crete. Just as you try to look out for your people, I will put the interests of the Cretans first.
I am glad to hear about your new pragmatic approach and your general interest to maintain peace in Omicron Theta. As I outlined in my initial message, we have put enormous efforts into the restoration of Freeport 9 and steadily improved our relationships with various Zoner groups. This should underline our intentions to keep the peace between our peoples rather than further escalation. Unfortunately, Phoenix has been an exception to this rule in the past as you declined all our efforts for collaboration and instead supported our enemies, the Outcasts and the Core. Your demand to return Freeport 9 back into your control, tells me that you clearly misinterpret your position and the Imperio is certainly not willing to accept such a term.
The conditions outlined in the Corsair-Zoner treaty demand that you decline Outcasts docking rights on your installations as well as refrain from any other friendly agreements with them. In return, you will receive Corsair military protection in Omicron Theta and the Omegas, a position in the joint Corsair-Zoner Administrative Board of Freeport 9 and the already running supplies to Corfu and Pygar.
Should you wish to participate in this treaty and the restoration of Freeport 9 including its biodomes, you will need to provide a serious show of good faith. Although you initially refused to do so, thinking the Outcasts had your back, you are running out of options amigo. The alternatives would not be pleasant as you can imagine, with no military power to back up your claims. You are an outlier even among the rest of your kind, as they were wise not to challenge us and instead profit from our collaboration that leads to the best possible outcome for Zoners and peace in Omicron Theta.

We have no illusions about Corsairs or Outcasts. Apparently we have key differences between understanding of your actions. Siege and enslavement, shooting our people is not good ground for partnerships. Perhaps other groups of Zoners who recently came to the Omicrons sector and count on mutually beneficial cooperation and your prudence, but time has shown that with Corsairs everything ends like with Freeport 9, moreover they will accelerate this process of its expansion. The unwillingness to return the station makes all the difference in your expansion, and the presence of Outcasts is just an excuse to invade. We do not trade our freedom nor willing to reset our relationship in exchange for another Trojan tactic.

It seems that you are still unable to get over past events and continue your distrust against us Corsairs, even though collaboration would be in the interest of your people on Pygar and Corfu. Not that we expected a much different outcome based on our previous encounters with Phoenix, but it still saddens me that you do not seem to be able to act in the best interest of your people. Instead you overestimate your military capabilities compared to what the Imperio Corsario can bring into the field. We have given you a fair chance to reconsider your decision to not be part of the Theta Treaty between Corsairs and Zoners; a chance that you apparently do not want to capitalize on appropriately.
If you are not willing to cooperate yet, you might need some demonstration of our power first. While we have no intentions to shed the blood of innocent Civilians in the caves of Pygar and aboard Corfu, your traders may find themselves relieved from their cargo and your meaningless military ships turned into scrap metal. And who knows maybe sooner rather than later the people on Corfu will demand another change in their administration…maybe back to someone who actually looked after them for years and cared about their wellbeing rather than pretending to be able to face the Imperio in battle.

As I said earlier, we have a pragmatic approach to the Corsairs, despite the meat grinder you set up on Freeport 9. My group has made a rather favorable offer to all participants and the return of the status quo that existed decades before the infamous events began.
It is extremely unfortunate that instead of mutually beneficial cooperation, you propose to sign a treaty that enslaves our freedom. And then you laugh at the Outcasts as slave traders?
I strongly advise you not to waste your resources with attempts to target our ships. What was captured does not belong to you. Do you really think the other groups will give you a foothold on Freeport 9 and stabilize? You've signed a death warrant for Crete's prosperous future, as really few Zoners or Freelancer ever dare to visit Freeport 9 under Corsair banner as gateway role would not fit well under pirate's flag.
I've only heard bravura speeches from Deterrence, perhaps other elders have other thoughts on the matter. It is a shame that you are blinded by your conquests, but we will do our best to ensure that Pygar and Corfu station and other of our assets do not become into Corsair reaches.
After a considerable period of time, our ships have not encountered any significant threats beyond minor incidents - despite various threats nothing really has changed.
I would like to reiterate my proposal before it is too late. Has Deterrence shown flexibility towards us or does all you said about “demonstration of power” still stand.
Your “proposal” was entirely unacceptable to begin with and you are well aware of that. Your provocative words will certainly not help your pathetic organization to get any other deal with the Imperio than the one we have agreed on with most of the Zoner groups in Omicron Theta. As they can surely attest you, they are not treated like slaves, but as collaborators who can benefit from each other. And if not even your own people can change your mind, most certainly you will not listen to my words…
Regarding those “minor incidents” it seems that your transport pilots are completely unaware of your hostile stance towards the Deterrence as we have observed on our patrols. Now I don’t know if that is due to your lack of leadership qualities or communication skills or both or caused by the mindlessness of your captains, but whatever it is, it surely does not reflect well on your organization. Anyways, as you mentioned your transport pilots were not harmed physically by us that I am aware of and were merely suspect to routine controls and paperwork.
However, you seem to have started a different, more aggressive approach now. You dared to actively engage our escorted Battlecruiser Penitence in Omicron Theta, starting open hostilities against us. Senor Burton, this is no basis for us to negotiate anything. Whether they were acting with your approval or not, is irrelevant for us. Again, having two of your few vessels openly attacking the Penitence without your permission does not reflect well on your leadership and alignment within your organization.
If you think you can benefit from the protection the Treaty offers to Zoners without your organization being part of it, you are horribly wrong. The Treaty signatory groups are the only ones that are protected by the Imperio, that privilege does not apply to Phoenix or any other group refusing to be part of it.
So I will give you one final chance to reconsider your stance, hand back the Administration of Pygar into the hands of Senor Voncloud, leave Omicron Theta behind, focus exclusively on fighting the Nomads in the deep Omicrons and you shall not be bothered further. Otherwise you will be branded as terrorists and enemies of the Imperio and treated as such.

I interpret from your silence that you do not wish to reconsider your choice to side against the Imperio. We will consider all of your ships hostile from this point on. You had your fair chance to get out of this in a different way. That option vanished now. Let’s see how you like seeing your ships fall apart like a house of cards.
