In a previous communication, the Kusari Government had loaned several military vessels for us to use for R&D purposes. We are very grateful for that opportunity. So far in the field they have proven robust. Now we feel we are ready to take this project to the next level, as certain configurations would greatly benefit from custom-made cloaks to upgrade them further.
We would like to outfit these vessels with advanced stealth technology and then conduct some field tests, for which we will provide the Kusari Naval Forces with continued updates on vessel performance. However, as per section VI-3 of the Imperial Stellar Codex Of Kusari, the construction of Cloaking Device Factory modules on Modular Installations is prohibited.
Therefore, we would like to humbly request an allowance to construct such a module on Tomakomai Research Complex. Short-term, these cloaking devices will be used for research. Long-term, we would like to use the factory as a means to offer a contract for the Kusari Naval Forces, for the production of these items to outfit naval ships with, once the research clears and the appropriate safety measures and checks are concluded. The Chochinbi division has also expressed a direct interest in the usage of these devices as well. As our company's roots are in Kishiro, we are no strangers to the production of cloaking technology.
With that in mind, we are also aware that some of the materials used in the creation of Cloaking Devices are prohibited in Kusari Space. We would also like to ask for a license for >(- tagged vessels to ship those through Kusari space.

Please apologize the delay. The Admiralty was split on their decision to reach out to you, as ongoing investigations into the KOIs latest performances partially jeopardize the otherwise tight-knit cooperation with the likes of the Chochinbi Division as of late. Whereas Musashi Innovations is an uninvolved third party, your request including the custom production for this division in particular sparked a lengthy discussion.
To keep matters brief, the Admiralty already sent a letter to the Ministry of Defense and the Imperial Shogunate to inquire about exemptional licenses for your company. We wish to remind you not to sell such technology to any outsiders and keep contracts open to Kusari's authorities only. Should your company require testing grounds for field trials, we can include an amendment permitting Musashi Innovations to utilize vessels outfitted with cloaking devices within the Hokkaido system.
In regards to the haulage licenses, we will see what we can do. We will return to this channel once the bureaucratic formalities have been handled or in the case of us requiring additional information.

As it is our responsibility to handle affairs related to the License Directory of the Imperial Stellar Codex, we wish to inform you that your request formally passed through our department and was subsequently approved, including all amendments suggested by the NOH.
Musashi Innovations vessels may freely operate cloaking devices within the Hokkaido system for testing purposes and ship these devices across the Empire. Further, Musashi Innovations will receive the required licenses for the devices production. The update to the License Directory may take up to 48 hours.
