As the aforementioned request was denied, and nearly a year has now elapsed, we wish hereby to appeal your previous decision.
After due consideration, our legal team has decided to take the lead in submitting this renewed application, as we deemed our Director’s temperament to be somewhat impetuous for the delicate tone such discussion requires.
With these premises in mind, we would like to address the points raised in your prior communication, and subsequently propose new elements in support of our appeal.
1) Relations with domestic entities hostile to the Kingdom of Bretonia
Orbital Spa & Cruise expressly denies maintaining any form of relation, let alone neutrality, with factions or entities hostile to your Kingdom.
We firmly condemn the unlawful occupation of the Dublin system by the Mollys forces and, at the same time, reaffirm our hostility towards all pirate and terrorist factions operating within your territory, including but not limited to the Corsairs and the Outcasts.
It is undeniable that our company operates within the territory of the Gallic Union. In order to do so, a certain degree of neutrality towards their armed forces and gendarmerie is, of course, required.
We are fully aware of the embargo imposed by your government, the Kusari Empire, and the Crayter Republic upon said Union—an embargo justified by the regrettable and unforgettable events which took place during the occupation of your territories.
However, we wish to draw your attention to a subtle yet important distinction: it is not they who conduct business with us; it is we who conduct business with them.
While this may appear a mere legal nuance, the implications are material. Just as the embargo is intended to weaken their economy, so too do we contribute to that purpose by imposing ourselves as a monopolistic presence in our particular market niche.
They do not profit from our activity; we alone do.
The average Gallic citizen wishing to enjoy a holiday may do so only aboard our liners, in our resorts, within our orbital hotels. There exist no domestic equivalents of comparable standard. And we intend to keep things like that.
Hence, what they spend does not benefit their economy, but rather flows exclusively into ours.
We do not engage with them on equal footing; it is our dominance they tolerate, not their advantage we enable.
We therefore respectfully ask: why impose restrictions upon us, when other corporations operating within your borders—such as ALG, to name one—openly provide services to the Gallic government, directly supporting their economy, and yet continue to act freely within Bretonian space?
One of their facilities orbits a mere few clicks from your capital, and yet they are not subject to comparable scrutiny.
4) Current disposition of Bretonian Defence Forces
With the ongoing reconquest of the Dublin system, we are fully aware that the bulk of your Armed Forces are presently committed to military operations in that region.
This situation, understandably, leads to a shortage of available escort units for high-value civilian targets such as our liners.
Under such circumstances, permitting the entry of an Amaterasu-class liner—a vessel capable of defending itself even against numerous and well-equipped adversaries—would relieve your Navy from escort duties, allowing your ships to be deployed elsewhere, while simultaneously enhancing the safety of our guests and your citizens aboard.
5) Current Orbital presence within the Bretonian Kingdom
Following the departure of the Shetland, Orbital Spa & Cruise has reduced its operational presence within Bretonia, resulting in noticeable inconvenience and disruption to your citizens and visitors, who can no longer enjoy our services as they once did.
Granting passage to a vessel of such capacity would restore our operations to their previous levels—to the direct benefit of your people and their well-being.
6) Existing licences held by Orbital Spa & Cruise
Both the Kusari Empire and the Crayter Republic—your close allies and co-signatories in the treaties concerning mutual defence and the containment of the Gallic threat—have granted unrestricted passage to the Amaterasu within their respective territories.
Naturally, we have reached with them the same understanding we would gladly extend to you: the vessel shall not traverse Gallic space, and no Gallic citizens or goods shall be allowed aboard.
For years, our company and your Kingdom have mutually prospered—with millions of your citizens having travelled as our honoured guests, with thousands of your soldiers cared for aboard the Shetland during wartime, and with hundreds of thousands of your subjects safely repatriated once hostilities ceased.
We sincerely wish to continue along this well-charted and fruitful course, without allowing minor incidents to cast a shadow over the long-standing friendship between our institutions.
We therefore renew our request for reconsideration of our licence application, and herewith attach the full technical specifications of the vessel for your review.
