There has been a change to how Crew Consumption works for all bases that have turned off this function via SRP. As a reminder, this is only available to Official Factions with Core 5 PoBs.
All "Core Crew", which is required to run bases normally, has had the FOW consumption turned off. They must remain on the base. Any additional Crew and Scientists needed to run any of the modules still require FOW upkeep.
So for a Core 5 with only a Hydroponics System installed, you'll only need to account for the 50 crew to keep alive as the 1,000 "Core Crew" will not need any attention. Realistically, this is only affecting a handful of PoBs (Those that are Core 5 with SRP'd FOW consumption removed). Still something to inform everyone about if any Official Factions are working towards similar SRP'd consumption removals.
This is how the system will remain until further notice. Also may be subject to change. . .

I am a bit confused here with the consumption.
If I have a Core (4) base and the factories on that base need 600 scientists
If i have 1000 scientist sitting on the base, then the 600 only will consume FOW while working, and the 400 remaining will not consume FOW, right?

Unfortunately, those people still very much are living, breathing lines of text in a PoB file human beings. Even when they're just sitting around idling, they want to eat, drink and breathe.

These are tough times to be a PoB owner.
So they consume FOW even while not working, if I understood right, Correct?
I have no idea why you say "unfortunately" lol - Normally, they need to eat, drink and breathe.
It is not tough times to be a POB owner, it's fine, It just need a good mangment.
I was just confused because I have now two opposite answers.

Yes, crew over the core requirements (200*corelevel) only eats if they're "employed" in an active (unpaused) crafting recipe. Otherwise they do not eat just like they wouldn't eat if stashed on a funny mule 5k'er.
The Core5 SRP FOW thing basically "funds" FOW for the "Core" crew, aka the 200*corelevel fellas. Everyone else needs to be supplied as per the usual.

I was mostly being wrong, actually. I thought it still worked that way (any human cargo on the base constantly consuming supplies), but it turns out that was changed recently.
However I think sarcasm is a bit of a strong term here, jokes are okay sometimes.
