To the authorities of the Ministry of Economy, hello! I'm Elize Terblanche representing Caledonia Distributions, Limited, a subsidiary of Gateway Shipping. We previously submitted an application for a modular installation in Honshu through the typical channels, but were informed that we'd have to reach out to your office due to some unfortunate circumstances. As such, I'm attaching the original licence request here for your review.
Applicant Identification: Caledonia Distributions Ltd
Applicant Affiliation: Gateway Shipping
Base Identification: Kanagawa Shipping Platform
Base Affiliation: Gateway Shipping
Base Location: Honshu — Sector E4, between Planet Honshu and the star.
Additional Information: This undertaking represents a partnership with Kusari between us and Ionic Incorporated, as they are intended as the platform's main customers. We also intend to provide resale and local courier services for the entirety of Honshu with this installation, and have already made efforts to fulfill social responsibility obligations toward Kusari's people by proactively seeking to employ farmers and artisan craftspeople displaced by the terrible monsoons on Planet Kyushu as agricultural specialists aboard Kanagawa. It is Caledonia's sincere hope that our earnest dedication to ensuring all our activities within Kusari are to the mutual benefit of all its people, our employees, and our foreign customers and business partners is made apparent by these efforts. We look forward to a productive and friendly relationship with both the Imperial government and the local authorities of the Honshu System.
Please let me know if there is any additional information you require, or anything that our company can do to clarify matters for you, and I or another representative of Caledonia Distributions will get back to you as soon as possible.
Thank you for your time, and have an excellent day!

Chief Secretary Hikaru Takaki - Ministry of Economy
Caledonia Distributions Representative.
We have already been informed by the License Directory about the matter. It appears their message was expectedly lackluster in details.
Allow me to explain you our cautious stance. Previous registered installations operated under non-Keiretsu flags were found to violate the Imperial Stellar Codex or turned into traffic liabilities within the first half year of their assembly. These issues occurred predominantly within the Honshu system, prompting the Hamamatsu command to involve themselves into matters of the Civil Diet citing the intolerable costs and extra strain handling such abandoned business projects adds to their busy schedules protecting the borders towards the Sigma Cluster.
Whilst we are glad to see such interest of our Bretonian business partners for business endeavors within the Empire, we have a few points requiring clarifications first. The Ministry wishes to learn in full detail about the exact nature of your joint venture with Ionic Incorporated as well as about the installations planned main business avenues - this includes a list of specific goods. Given the past incidents, it is a necessity for the Ministry to be aware of these points to properly forecast whether this joint venture is feasible or at risk of turning into another clean-up operation from the start. Under the assumption that the provided details are deemed satisfactory, I personally do not think there should be any further issues from our side.
Chief Secretary Takaki, thank you for the prompt response. It's regrettable to hear about the issues that non-keiretsu-operated installations have presented in the past, and entirely understandable that you wish to avoid them, so your request for clarification is entirely reasonable.
The main purpose of Kanagawa Shipping Platform is to serve as an import point for goods from Rheinland, the Sigmas, and even further afield, as well as an export point for refined platinum and other quality Kusari goods for those arriving via the Sigmas who are willing to pay a premium to avoid having to travel further into Kusari for whatever reason.
Specifically, we seek to export super alloy and refined platinum while importing ablative armor, high-temperature alloys, and precious materials specifically including -- though not solely limited to -- diamonds, silver, and cobalt which are sourced from the rich deposits of the Omega cluster and refined by our dear friends in the Independent Miners Guild. Caledonia also has a burgeoning business relationship with the Core and several smaller Zoner communities in the Omicrons, meaning that the import of iridium is a potentially viable business prospect as well -- though we haven't actually run the numbers on that one just yet.
All of these materials are in extremely high demand within Kusari, most especially silver, and as the distant reaches of the sector become ever more accessible, the demand for ethically-sourced materials has grown as well. It's our belief that Kanagawa would position us to ensure that not only our new partners in Kishiro, but also other parties such as Samura and smaller independent manufacturers have reliable access to large quantities of materials mined and refined in eastern and southern Sirius which not only meet, but exceed, the certificate requirements advised by independent labor and welfare observers -- standards which materials imported to Kusari by disreputable groups such as Kruger regularly fail to meet.
Lastly, we seek to provide a comfortable waystation for travellers headed out to these further reaches of Sirius, giving them a pleasant and charming port of call to prepare mentally and materially for what can often be a dangerous voyage. While Caledonia's own recommissioned Palace-class liner, the GSV Kumarakom Lake, has enabled us to break into the affordable transit market, this is not merely a business endeavour for us -- Caledonia believes that with the right combination of sensitivity to local concerns, knowledge of historical factors, and macroeconomic foresight and daring-do, we, alongside our partners in Ionic, can be at the forefront of the increasing cultural rapprochement between and economic integration of Kusari and Bretonia. As such, the entire interior of the station will be tastefully decorated in a style reflecting both local and trans-Sirian influences as a symbolism of our hope for continued and lasting cooperation.
If you require further assurances, our dear partners in ALG Waste Disposal are not only the primary vendor for Kanagawa's construction and maintenance, but are also pre-contracted -- with limitations as required by Kusari law -- as our vendors for any cleanup and decommissioning operations should the need arise, meaning that if the enterprise ever becomes economically unsustainable, a swift and environmentally-friendly deactivation process will be available that is all but guaranteed to not require any intervention or oversight by the state. I hope that this assuages the Ministry of Economy's concern.
Chief Secretary, thank you for your time, and have an excellent day!

Chief Secretary Hikaru Takaki - Ministry of Economy
Caledonia Distributions Representative.
It is apparent that your company came well prepared and knows how to impress the right people. Considering that your formal explanation managed to get a genuine smile out of the Vice-Minister, I wish to congratulate your company. Few subsidiaries of the giant corporations would go to such lengths to explain their business endeavors over the false assumption that their parent company's name is sufficient weight.
The laid out operation plan is sound and solid, strategically aimed at filling a void not yet catered to by the Keiretsu themselves. The joint venture with Ionic Incorporated is assuring, as they're a most reliable and trustworthy entity of the Empire. Your openness to handle goods flow not just between your company and Kishiro Technologies (including subsidiaries such as Ionic Inc.) but also Samura Industries is promising. It appears your company studied local market behavior and general structural realities of Kusari extensively prior to reaching out to the License Directory.
Cutting short the praise, we expect Caledonia Distributions to deliver now that I will see for your modular installations approval to be integrated into the database. Please be aware that frequent State Police or Naval Forces visits are the norm and nothing unusual.
Chief Secretary Takaki, thank you once again for your speedy communication.
We're delighted to hear that our application has been approved. We hope that this will be the start of a fruitful and mutually productive relationship for all involved. Please don't be afraid to reach out to Caledonia in the future if you have any additional questions, comments, or concerns, as we pride ourselves on being straightforward and forthright in all our dealings.
Once again, thank you for your time, and have an excellent day!
