Volunteers sign on and off per their discretion so it isn't like you'd be on a contract for a defined tenure.
Otherwise I'll see if I can't make an exception to permit you access to the job board. But exceptions come across as fairly privileged and privileges suggest the roots of elitism. And I'd rather not ruffle feathers now when unity between the groups is especially valuable.

Right now the Navy is operating in its comfort zone and fortifying key locations in Colorado. So anything that puts the lapdogs on the back foot would be a godsend.
I can put together a wing of volunteers to fly out there and cut loose. But we need a good target. Something that would really tickle Kusari brass and force them to retaliate with full force. Does anything come to mind?

They don't need anything, because they don't know anything. And when they finally do, I will either get my ear pulled or showered in praises for taking initiative. My money is on the latter. You've met the Director and saw where he stands. I doubt he'll throw a tantrum over us inciting conflict this way.
Now. I've been thinking about attacking the northern Border Station -- they call it "Ohashi". It controls all incoming foreign traffic. If it gets damaged, Kusari will have to improvise, slowing all entry requests -- both domestic and otherwise. It is about the only place of value we can attack with the ships I can get working -- about three, hopefully more if I push my luck. Either way we won't be having too many, meaning the attack will have to be fast, and bloody.
I can arm the fighters with high yield explosives. They will probably go down in the first few minutes of the attack, but that doesn't mean they shouldn't go with style -- damaging the Station further with one last bang. As for the pilots... if the the Naval Forces take the bait, then they will also believe your volunteers to be actual Agents. Unless they can somehow, miraculously escape the hell they're walking into, they shouldn't be caught alive. That's the nasty side of the biz'.

That request aside, I've mulled over your idea for hours to account for all the finer points. Distance to potential exits, natural cover, patrol response times, stellar orbits, and just about every other statistic I can scrounge from the net. In doing this I found state police issued circulars, published quite some time ago, informing the general public of the station's relaxation of entry requirements and immigration processes.
You've marked it down as a priority target on the basis of stale information. Ohashi's little more than a hangar space for state police patrols now - all we'd be doing is giving the Hogosha or whatever other two-bit smugglers are out there a free ride by knocking it out of commission.
That doesn't sound like the cold, and clinical efficiency of a Liberty Navy unit sent on a perilous strike mission. No, they'd go for the jugular, or the closest thing to a jugular under the circumstances. Something that's actually pissed off the Government enough to escalate this far.
And yes, while attacking Ohashi would give my men the highest likelihood of coming back, it would be meaningless, and look stupid. Maybe even an obvious sign that something else is going on. So for the sake of both efficiency and believability - I can see only one viable target to hit.
Fuchu Prison.
Odd thing to go after on the surface, right? Well, there's one big reason. Recent expansions gave it a platinum refinery - staffed by an ever so cost effective supply of free labor. Liberty's been fuming about it quite publicly, using all the right language which we can use as pretext.
They've done all the yapping for us. All we need to do is light a match and sing happy birthday.
Get us blackmarket HE ammo - the kind stuffed to the brim and then some. They'll only get one pass and if those fires do credible damage then we strike two tumors with one scalpel. One, the refinery will go offline and tilt the scales back in favor of the Liberty working man. Two, it'll look exactly like something a special operations wing would do as a result of the Government's most "reasonable" excuse to commit violence over.

I can try a fourth, sure. If not, we'll have to make do with a Gunboat to play the role of a bigger distraction. Keep in mind I'm fixing these ships myself inside the equivalent of a garage, under everyones' noses.
I looked over Fuchu for a while, too. The only problem is Battleship Nagasaki and the lack of any natural concealment. The scanners will see them ahead of time, giving the Battleship enough time to deploy its squadrons. Your guys will be dead before they get the chance to fire away. Shit... I might have an idea, but it won't come cheap. Or easy.
Cloaking devices. Three, maybe four -- tweaked to last longer for the trip. That's the only way you're getting close and have the chance to do some damage. Tech like that doesn't come cheap, mind you. And you might already guess that The Buro is our only likely ally that has access to these. We can't "lease" the upgrades from them, because then they'd expect it back -- we don't even know if the fighters will make it back home in the first place. Buying them outright might be the only option.
All in all, striking Fuchu Prison would be heaviest hit we'd be able to land on Kusari and the best way to kickstart an all-out conflict. It will be expensive as fuck, though. I hope you can convince the Council on Ramsay to lend you some funds, just in case. I need something to open up negotiations with the Buro.
If not, well...I have Signora de Marco's number. She wanted interesting, after all. I think a stunt like this is worth investing into.
