Generic pirates are extremely poor and they sortie to bring some booty back (or at least that's the way they're being portrayed in Disco), not to demand snubs to leave the system which is realistically the sort of thing you'd demand to a combat target. The ID already allows to shoot lawful targets through bounty claims which makes sense since they would do mercenary job for money.

You already can do that with the current ID writeup allowing to claim bounties against lawfuls. Pirate ID used to be an awful, extremely limited ID and them getting bounty hunter lines, combined with the fact that now everyone can post blanket bounties without officials being involved means it can be a very powerful terrorist ID, if you care to do some forumlancing about it.
so ... 3.6K cargo ship ... many 5k will be gone or fly with another id. but honestly ... without the one that is made in pob, i don't see any 3.6k ship, that a corporate liberty "can have", and i don't think that many IC indie players, are willing to pay so much for a small ship like that. what about a lawfull liberty 3.6k ship, like gallia has, the Aubrac?

Pirate ID is limited precisely because we don't want that. If they want to attack the authorities, pirates need a genuine motivation, i.e. unlawful bounty hunting, not just because they feel like it.
Being able to straight up attack competitors (i.e. Samura/IDF) in ZOI outside of house space feels like its a bit much but other than that seems like a good change. Liberty already has plenty of bloat with corpo IDs that are functionally identical and Interspace never should've been a stereotypical shipping ID to begin with imo

That wasn't changed. They already had that line, and so do (almost) all other Corporate IDs.

Ship does not equal ID. If the two were the same thing then there wouldn't be two different words.
In the rules and in ID lines, "ship" is more like "player character". For example, "can engage any ship carrying Nomad materials" = "If you target someone flying around and scan them and they have Nomad materials, then you can engage them". This has very little to do with what vessel the player's flying.
