[Police] /police command now enabled

Hey all, we've had some requests to enable the /police command again and for it to be allowed on both independent and OF Police IDs rather than OF only.

I'm happy to announce that this change has been made, and as of next server restart, any police ships can use this command and enjoy using the space siren.
