They are functionally the same because econ would obviously tinker with the ore drop rates to achieve the desired baseline output. I figured that part did not have to be spelled out explicitly.
My remarks are more about the public perception of the change, anyway. People don't like seeing number go down. They like to see number go up. If you have to tweak something, do it through number go up whenever you can.

If they were really that worried about public perception they'd have just rolled the change out without announcing it.
I fail to see to see significance in this change. The previous logic was 4 is 1 more than 3 so it's a nice little perk. Looking too deep into it just turns this into a trivial topic. Muh 33% mining perk going into my 25% refinery discount into my other 20% discount for ship component building. Make me big cha ching dolla dolla. Players already make so much money through other means. A specified groups ability to supply a base with material through a boost in mining has little significance in economy and was meant for convenience.
I understand the point of fairness, coming from an OF leader who had to RP for both CR IDs to get a 3x mining bonus on a single ore. As well as a non existent refinery bonus. Kinda cheaping =CR= out. I guess the =CR= ID is finally getting a buff to make it different from the indie ID. Now here's hoping for a refinery bonus bb.

During the talk about the rework of the Official faction mining bonus it was decided that IMG's mining bonuses would be too powerful with them having the more mining bonuses then other factions so IMG both indie and official lost the ability to mine diamonds.
