To say this is probably Starcat's most ambitious project yet is an understatement. I just wish, you know, we could keep it in our hands once it's done. That being said, we are making progress on the structure, and about 60% of the project is done with core functions already established like Life Support, Security, Sensors and Docking Control.
We're still waiting to get the remainder of the personnel berthings completed before we work on the shipyard attache. Though I have to ask.. once we.. undertake the plan, how exactly do you expect the Outcasts to not blow this thing to bits? I mean, I'm not questioning your judgement in doing it here - definitely much, much better than in say, Galileo - but from what I heard of the Outcasts, they definitely wouldn't take kindly to say, us just handing you the keys.

Brent, believe me when I say this, that I do think that Starcat has more value beyond its.. primary purpose, but at this time most of the profits need to be spent where they're vital. I already talked over matters with Setsuna and Jae-un about washing some credits and sending them back your way to cover the cost of that Bulwark you wanted.
Honestly I think the idea is brilliant, since it seems the Dog River has a tendency to get into... very bad situations. I still have yet to hear if anyone's sent those Maquisard degenerates back to the hell they belong.

Elementary. We'll plant some explosives in an unused section of the station and detonate it along side some Uranium. Make it look like a catastrophic reactor failure. You report that it's a write-off and have to abandon the base. Once we come aboard we change the station IFF, and go from there. My hope - is that we can get the Outcasts to agree to a Non-Aggression agreement. We let them peddle their accursed cardamine past our base and in Kusari without being shot at, and they let us continue operating here. Alternatively, I've gotten assurances from Akibara that the IMG will likely come to our aide if that falls through.
What helps matters is the asteroid field is immense here, which means none of those Sarissas, Ranseurs or even Hastas are going to be able to poke the base without taking extensive AShM fires from bombers with limited manuverability options. Which means we can call on snubcraft, Frigates and possibly some of the IMG's cruiser fleet to pick off what capitals do approach for an attack.
Malta has two choices: A humble peace or a insufferable conflict. Me if I were De Falco or any of those others among the Nazione's upper echelons, I'd pick the former.

You're quite welcome - please don't let my curtness above suggest otherwise. I saw potential in you, and so far you've exceeded my expectations. My only lament is that I can't provide the full amount of resources Starcat needs to truly flourish - all in due time.

Ma'am, we've concluded work on the main structure, and are beginning to start reinforcing the base with additional armor as you requested with the schematics from Mister Miranov and Miss Graham. We also are beginning work on the shipyard attache. With the resources we have, we should be able to have three dry docks set up for you by the middle of next month. That being said, our engineers did suggest we could possibly expand the structure even further, and fortify the installation with extended defenses and a larger munitions storage section.
So far however, everything you've asked for is present save the shipyard, Command Center, recreational levels, crew berthings, cafeteria, research and intelligence operations areas, snubcraft hangars, server rooms -- You guys are really meticulous with all this.
Anywho. Let me know if that expansion might be in the cards, and I'll put out feelers to see if we can get assistance on the contract given we can get funding together.
I expected much less, and suffice to say I am a very happy woman when my expectations are surpassed. That being said, I'll authorize you to do a halt on funding transfers for the next two weeks to build up capital. Looking on the Neural Net, there are a few people we can reach out to - I know IMG may be interested to provide a Logistical support contract. There also is a logistical concern that recently cropped up in Liberty, Laramie, apparently. Other than them, I don't really know of anyone with grey enough politics to deal with this kind of contract.
That being said, let's.. oh, put 25,000,000 down on this. Let me know when you'll have the resources and if you'll need more time.

Thank you so much, ma'am. Suffice to say, the legally grey field aside, It's been a pleasure to run this firm, and I can tell you right now that if given the resources we can take Starcat to new heights, both for our benefit, and definitely to Ouroboros' as well.
I'll keep you in the loop on things and if anything comes up, I'll let you know. I'll also see if we can possibly do a bidding offer on the logistics for some of the more difficult to haul components. Industrial Materials, Hull Paneling, Super Alloys and the sort. Though if we're to get this fully ready for you, I'd suggest we also offer contracts for the weapons platforms. I'll see if we can talk with Mr. Miranov and Miss Song about what might be best for this. I'm not a military guy like you all are, so forgive me if I come off a bit incompetent.
