[SHIPS] Bustard Lights

Type: Ship Hardpoints(?)
Bug: Light hardpoints on the bustard don't appear to work correctly. Either lights don't work or only half of them do. My particular ship has zero lights showing despite having a light config set. Two others I've looked at the front section of the ship isn't illuminated when lights are set.

Reproduction Steps:

• Step 1 - Log a bustard with lights set
  
• Step 2 - Undock and see lights don't work

Most existing player ships had inadvertedly had their lights stripped off them.

We'll have to restore them to defaults which will happen once we're out of the patch crunch.

I weep for the [LN]Gold-9 or whoever it is that has XLargeGold Lights on their little Navy snub... (maybe let them submit a request to have them re-rigged back on after reset to default)

During the latest DSAM account reload we had it check for default lights - what's the status of this now?
