My name is Sara 冴咲 Tanaka, Chief Executive Officer (CEO) of Nebula Technologies ® Pennsylvania. I am here to inform you that we are under siege from an unknown group affiliated with the Liberty Rogues. We have received a threatening transmission from that group, followed by two waves of attempts to besiege the installation over the past two days.

Some kind of weird reason for attacking an installation, but their representative talked about a boss who paid them bloodhounds to destroy Nebula Technologies. I believe that all their story is crap, and the core of their intentions is based on fulfilling the wish of that client of theirs who paid for the destruction of the installation.

We lost against the first wave, and we managed to save the installation against the second wave. We are expecting more waves to arrive by the window time 4:00 to 6:00 (Sirius Universal Timezone). I am expecting some backup from your side since this installation is under the laws and the protection of the Liberty House Government.

At the end, I would like to share some wise words that I heard from a wise elder,
If you are nobody, then no one will stand against you, but if you are somebody, then some will stand against you.

We want to thank you sincerely, Rear Admiral Alice Shepard, for the reply to our SOS signal. We appreciate very much the reply from you as a reserve fleet Rear Admiral. We would like to let you know about the situation with the siege. We received 6 waves of attack so far, and we managed to stop 4 waves out of 6 waves against the installation. We anticipate additional waves in the coming days and hope to mitigate them successfully with minimal damage and loss of life.

We unfortunately did not receive any replies to our SOS signal from any of the Liberty Navy first and main fleets, but we were lucky to receive some backup from Lone LSF and Navy secondary and independent vessels, which helped a lot, and we appreciate very much their reply to our call.

We feel that we are getting robbed by paying license fees again, and an extremely high penalty for a tiny, incomplete license paperwork. We are also very uncertain of the Navy's intentions, since they were very aggressive towards us by declaring a siege against our installation, which matches the same time as the Liberty Rogues siege against our installation. We thought that this was a coincidence, but then the Liberty Navy ignored our help call after giving us 24 hours to pay penalties and re-registration for the license, and threatening our civilian installation by demolition made us think twice about the case entirely.

We definitely cannot trust that the Navy main fleets will even answer our SOS call, and we feel that we are not protected in the Liberty house, So we are discussing migrating away from Liberty House to a more secured area, so we can atleast find an effect to our payments and a Law enforcer to defend us against unlawful or terrorists attacks like the current rogues siege.

We will always remember those who spend the time and the effort to reply to our call, even if they couldn't show up for the defense. We will also remember those who ignored us and will never find it safe to stay in a house that is now very suspicious to us and might be working with rogues.... sadly, we regret contacting them, but we learned something about the size of corruption happening in the Liberty house.

Good Evening,

Having worked with both 1st and 46th Fleets in the past, I don't think that is a fair assumption to make. Both Fleets are working day in and day out to ensure not only our borders are secure but installations like yours are kept safe. When it comes to paperwork and the Republic of Liberty I will say in my experience it's best to get that sort of thing taken care of immediately and not wait around until your base is under siege. It can and will delay the process. Now I know it may seem like I am taking sides. However, in my opinion the Republic is built on a foundation of trust but verify. How would it look if the Liberty Navy was dispatch to defend a base that had yet to compete its paperwork and it ended up being an illegal station in the first place? We could potentially put our own men and women in harm's way over something that should not have been there in the first place. There are reasons behind the madness so to speak.

Regarding your defense, I am glad to hear your able to make do with what you have. Be patient and I'm sure our government will reply when able. I will say you need to be cautious in the manner of which you speak. Accusing the Liberty Navy of ill intentions against its own people and accusing us of partnering with criminal organizations like The Rouges is not a great way to start a relationship.

The Vermont is still in the area and will continue to assist until we are directed elsewhere.

First of all, I would like to thank you for keeping Vermont on the defense alert. It really helps. I understand when you say that I should be careful when I mention that we are suspicious about the corruption of some Liberty Navy captains partnering with the Liberty Rogues. I know that this is a heavy accusation, but I want you to be sure that we are not accusing anyone of anything, but we are suspicious because of the latest events. Let's analyse what happened here.

We received an official transmission from the Liberty Navy mentioning that our installation is not listed on the legalized list of bases at the requisition center. We immediately contacted the requisition center and checked, then we found that our installation is legal, and paid all the fees and the taxes, but it seems that the Liberty Government didn't update the new name of the installation when it got changed. We sent a transmission to the Government mentioning that our installation had just changed its name and that, as it seems, they need to update their list.

Then we received another transmission from the Liberty Navy [LN] Admiral Sophia Cleveland that our installation is illegal and will be demolished, and that the Liberty Navy will force-dismantle the installation. We were shocked, actually, from that very aggressive move, especially that at the very same time, The Liberty Rogues decided to launch several waves of siege/assault on the installation after sending us a threat saying that they would siege/destroy the installation. We were confused and did not understand why the Navy would take such an exaggerated action against a civilian installation with a tiny, incomplete name-change paperwork at the same time, while it is facing a siege from terrorist groups of rogues.

We let it go and started preparing for defenses. We later received another transmission from Admiral Sophie Cleveland, taking two steps back, and postponed the siege declaration of the Navy against our installation, and replacing that by giving us 24 hours to repay 5,000,000 s/c again for re-registration at the Government Requisition Center, and also pay 20,000,000 s/c as a penalty because our papers were incomplete.

We found that still very aggressive and exaggerated for a tiny incomplete paperwork, but we also let it go and contacted the government requision center and paid the 5,000,000 s/c plus the 20,000,000 s/c and finished the required paperwork, and recieved a message from the Government saying that all papers and registeration documents are confirmed and that our installation is added properly to the list of legal installations at the Government Requisition Center.

The next day, the installation was shaken by another wave of attack from the Liberty Rogues, and we are now a legal installation that can call for backup from the law enforcers, so we fire this transmission asking for help. A SOS signal to all navy fleets so they can help us stop the rogue attacks.

Unfortunately, we received no response at all except from you. The navy didn't reply at all, and ignored our SOS for 9 days so far, while we received waves of siege attacks. We just added all that's happening next to each other and looked at the entire situation. We found that we are not feeling safe as a civilian business enterprise here in Liberty space. Actually, we feel that those who are supposed to help defend us are intentionally ignoring our SOS signal in the hardest times, while rogues are killing some of our civilians by bombarding our installation for 9 days in a row.

This is exactly why we felt very suspicious about the entire situation here, and we are discussing a migration away from the Liberty unprotected space. We know that the Liberty Navy is the law protector and the guardian of Liberty space and its population, but as it seems, there is something wrong happening. This navy should be defending the civilians and not leaving them to die under the attack of rogues like that, so forgive me when I talk about it. We are in danger and we do not feel safe in here.

That is all I can say, I'm afraid. At the moment, you have better odds hiring a private military corp like the Aegis to protect your station, I can personally vouch for their services to be tungsten steel-strong, should they deem your offer worth their time.

Somehow this transmission found itself buried deep inside the mountain of paperwork that has been flooding Vice Admiral Maria Uhmen's desk as of the start of the war with Kusari and I have been assigned to reply to it. You will have to forgive me, Miss Tanaka, not only for the delay but also for not matching your plentiful, rich, and so graciously expressive - repetitive - monologues, but unlike you I happen to not be that big a fan of plagiarism. I tend to prefer keeping things concise and to the point.

From what I understand of the situation, here's a simple summary;

Lieutenant Amelia Hale, a most aspiring and respected officer of the First Fleet, informed you that your installation - Nebula Technologies - was not listed on the requisition center, via the official channel that you refer to.

You did not immediately check the requisition center. You lied about immediately checking the requisition center.

If you had checked the list of licenses on that public database, you would've found that the installation was not registered in it.

Nebula Shipping Express is solely at fault for not informing the Government of such change in ownership. The Liberty Government should not be expected to magically be aware of changes in ownership that occur unbeknownst to them.

Regardless of the above facts, Nebula continued to operate the installation without paying any mind to the paperwork that would soon become long overdue. Only when the installation found itself in the Navy's scope, due to the aforementioned siege, did we realize that it had been illegally operating for a year, and it was then that you suddenly begun caring about the overdue paperwork.

Tell me, Miss Tanaka, why do you think your installation is still standing after nine days of constant bombardments from the Liberty Rogues? Is it because the LNS Vermont is defending it? Alone? Not to degrade Rear Admiral Shepard or the Vermont's capabilities, of course, but I highly doubt a single Monument-class Battleship is enough to defend against the combined forces of the Liberty Rogues. Believe it or not - and I know this will sound absurdly crazy to you, but your installation is only in one piece because the very same people you accuse of treason are putting their lives on the line defending it.

I truly fail to see how replying to this transmission is a necessary prerequisite in order to be counted as a "valid defender" of the installation in question. But alas, such endeavor to seek logic in your words and accusations bears no fruit, for there is no logic to be found there. Clearly the only plausible outcome is that Nebula Technologies is still standing solely because your hopes and dreams are what's defending it, and I am a fool for suggesting otherwise.

This is the part where I would very kindly offer Task Force Akhetaten's logistical support in order to help with the migration of your installation, but I doubt you'd trust traitors with your supplies.

It is an honor and a pleasure talking to your Rear Admiral. I do understand that the Liberty Navy forces are occupied at the moment on the northern borders. No problem at all, I am disappointed because of the lack of reply, regardless of whether they are busy or not, or if they will show up or not. I just feel not safe since I thought that we could depend on them defending our civilian installation in the dark times like these, but it is okay, we here in Nebula Technologies understand and appreciate your positive message.

First of all, there is a distinct difference between accusations and being suspicious about an issue or someone. I hope that you chill with the hard words because it reminds me exactly of the Liberty Navy response about the threat of demolition or destruction for a tiny, incomplete paperwork. Take it easy instead of exaggerating things into nonsense.

It is the first time that I have had a conversation with you, Commodore, and I am sorry that it had to be around such a shitty situation. I believe that your assumption? Accusation? Estimation? or maybe Information? is wrong. When Lieutenant Amelia communicated with me about the installation not being mentioned on the Requisition center, I immediately checked the requisition center and found out that the government had not updated the name of the installation after it had been changed. I thought that the government would recognize it on the recurrent routine checkups, but it seems they didn't, or maybe they don't do checkups lately for whatever reason. So I believe that when you say that I am lying, then you are not correct at all, and you can check Lieutenant Amelia and ask if I did contact her personally and immediately, or not, before throwing accusations like that against me.

I sent the SOS transmission asking for backup against the siege of the Liberty rogues AFTER the installation paperwork was done with the Government, and the installation is properly added with the new name to the Requisition center list of legal bases, so I think that the Liberty Navy had to reply at least to this transmission, but they didn't. So it was not a matter of it having all the paperwork completed or not; it is very clear that the Liberty Navy ignored the SOS transmission for some hidden reasons.

Concerning the offer of help using your logistics group, I think you are too busy with the northern borders, as you said, so keep them for helping you and your forces there. You do not need to send them help civilians, it's as it seems not your priority at the moment. We wish you the best of luck. We can manage our own issues by ourselves. Thank you.
