The intent of the ID revision is to restrict the use of Core Cruisers, Battlecruisers, and Battleships to within ZOI for all engagement lines. All ID's are still capable of supporting allies per common server rules

I understand the intention is to prevent it from hopping into random engagements across Sirius, which is fine, but surely the "- Can attack Alien, Order, and Technocracy ships, and ships carrying Alien, Order, or Technocracy materials." line could still be usable in capital ships Sirius-wide? That has always been a standard, albeit situationally exceptional, line in the ID prior (though I suppose in terms of ID standardisation, it would probably be limited to Cruisers max?).
I don't think the caps out of zoi limitation in this change, on an indie ID, is a big deal. Order and Nomads have similar limitations.
That said, I assume an OF ID could deviate from the cap limitation line? Given that Houses occasionally want to hire Core to help out.
Maybe they could get a 'can use caps outside zoi while fulfilling house contracts' type bounty line or something that allows them to use their caps? Bit of a unique twist on the default bounty line to show Cores unique niche. Unless this change is specifically aimed at keeping the Core the Omicrons/Omegas I suppose?

You seem to be operating under the assumption that the Core is a part of the BHG. They are not, and would never be hired by any of the Houses to act as a military force in their space. The main point of the Core is for them to extract resources and bring them back to the Houses, while still allowing the Houses themselves to retain deniability of their actions.
Core is meant to be scary. A PMC supported by every Great House even as they glare daggers at each other. Top of the line warships built first at Juneau and sent out to enforce in the Omicrons.
And if the Great Houses want to launder some money to their investment, the deployment of a Core Warship to collect some bounties would be the perfect way to go about it. A Core Battleship is scary. It’s optimized to challenge the Thebes (most powerful warship in Sirius), alien warforms that kill worlds, and the Corsairs right next to the seat of their power. And APM just burned some political capital because they needed real capital, so that’s bearing down on you because your cruiser-sized hunk of junk has a bounty on it.
Makos not being considered for regional balance is part of the fun. It’s something different popping up out of nowhere.
The Core ID should not be taking bounties. That is BHG's job.
I personally think The Core should have a business in producing Thresher cruisers for the BHG ID to fly. Give the BHG ID Threshers.
Back on topic, I think The Core should be using all tools at their disposal to pursue alien materials and ships everywhere. It's their purpose. I don't think the pursuit of Order and Auxesia vessels is as relevant as that to their ID but I suppose it's there to match those IDs (also lmao why can the Order ID enforce laws).
