[Server Config?] - Alt+tab doesn't work after alt+enter

Bug: Alt tab doesn't work for longer than 1 to 2 seconds after using alt+enter

Reproduction Steps:

• Step 1 Boot up game
  
• Step 2 Alt+tab and select an account
  
• Step 3 Alt+tab back into game
  
• Step 4 Alt+enter to be in windowed borderless mode
  
• Step 5 Try alt+tabbing
  
• Step 6 Find yourself looking at the game still
  
• Step 7 Alt+enter back into normal mode, notice issue persists
  
• Step 8 Notice you didn't have the issue until you alt+enter'ed

Investigating issue. Quick sanity check on my machine shows that DX8 and Vulkan works, as far as toggling fullscreen anyway.

DX9 gets stuck in fullscreen.
DX12 crashed upon attempting to go fullscreen.

Pushed a launcher update that should resolve the issue for DX9 renderer. DX12 renderer option was removed entirely.
