That depends purely on one's luck to meet a right person. I prefer to shoot in the face whoever tries to smuggle things to Omega-52, let alone bribing.

How to bribe the Serius Coalition? Thank you!

If your ID is red with Sirius Coalition, you cannot bribe them to become neutral or allied (white / green).
If your ID was white and you destroyed Sirius Coalition ships, thus becoming red, do a /resetrep. It should clear your ID issues.
If you need to bribe the Sirius Coalition to dock on their stations, go to Dublin, to the base in C-4 Sector named Destroyer Shillelagh. You can buy bribe on it.
Note: Due to an oversight, you will not be able to dock on it with ships larger than a fighter (gunboats, cruiser, large transports, etc.)
The staff might want to investigate this and allow SCRA bribe on Arranmore.
For entry to Omega 47 or Omega 52 without getting shot, go to this LINK and apply with your ship name and the captains name for a permit to enter O47/O52.
Once you have the permit (if), you will not get shot by SCRA while in those systems.
If you want to offer a bribe in game, in space, well, mate... I can't help you if you don't know how to do that.

By the way, in this thread that about Coalition Border Guard, a huge BAR in beginning. OORP: UNDER CONSTRUCTION (which means not working for now)

You can find your preferred bribes here under their own very tab. For example, Destroyers Shillelagh of the Mollys offers a bribe for the Coalition at 100% odds. A faction neutral option is Newport, but the odds there are really, REALLY low (0.67%).

Side note - the Sirius Coalition officers are proud servicemen and cannot be bribed.
