[Server Config] Hull Panels daily volume

Bug: Hull Panels daily volume


Additional Information: The daily consumption of Hull Panels for wear and tear repair is higher by volume than Basic Alloys or Robotics. You have to supply ~4800 cargo units of BA/R, but ~5600 of HPs. I'm not aware of there being a reason for this, so I'm assuming it's an oversight/miscalculation.

hull panels are now more efficient but also more expensive
