1) Unique ones that differ or improve indie IDs who NEED OF to function properly - was the case of FLG, is the case with Wild for example. These don't need changing, will always have strong incentives. Only thing that can help are global mechanics discussed in other thread we don't need to get into that make whole game playable again.
E.G. Bristol was a unique concept, they stayed official until becoming canon and didn't need any new incentives as without OF their concept would have gone poof.
2) "Default" lore factions with more or less the same lore and ID as Indies. The ONLY way you can make these matter again is if you make them feel like they can shape the world itself - story, assets, story events, and they matter MUCH MORE than anyone random. Pretty much everyone in this thread said the same, it doesn't apply for category 1), but just has to apply for OFs simply representing the faction as written in default lore for them to care again.

We literally RP'd loads and had great GC/OC/LH~/Zoner interaction with our PoB's- YOU were a part of it, Shigeeee- I for one enjoyed it all...
PoB's are largely what is keeping Discovery alive at present.
Removing how integrated and awesome they are is deffo a step in the wrong direction imo...
Edit: Watch Haste now quadruple the PoB eat and decay rates beyond the joke level they are now just to crap on the community more..

Nah that's Lord Caedus you're talking to. The GC is Lord Helmchen. Why there are so many Lords in Discovery idk, you'd think nobility would have better things to do.

For a bit of transparency, the official faction rework basically stalled and went no-where following the earlier public consultation. You'll all be happy to know that this changed just after Christmas, and significant work has been going on for the last week or two to produce a new document which we should be able to provide an update on very soon.
The feedback in the original consultation, this thread, and the Q4 activity check has all been very useful.

So long as the OFL system survives, I'm happy with any outcome.

ZoI Extension - Essentially, +1 becomes +2, and +0 becomes +1 (example: Blood Dragon ID can wander Kusari +1, and Sigmas+0. This would give them Kusari +2, and Sigmas+1). Specific named systems can remain; possibility for adding +1 beyond a specific named system, depending (I think it would be funny/different to see a Rogue Gang in Sigma-13, having used the Copernicus connection and sneakily using Newport).
This would allow more ZoI overlaps, and make it more likely that someone's Main OF has a chance to bump into other individuals/groups they may not normally see.
Gain Gun Tech Cell for 1 or more Enemy Factions, to denote they have fought enough of them to gather the spare parts needed to service said guns (example: Molly using BretLaw guns, or LibNavy using Xeno guns)
Bonus Bounty Payments for PvE Kills (2x for most OFs, possibly 3x for BHG/UC/Similar hunting-focused factions).
Cargo Multiplier on PvE kill of 1.2x-1.4x, with the bonus being higher for Unlawful factions, possibly 1.5x for Junkers/ALG, maybe Bristol/EFL due to their expertise in salvage cleanup.
(Example: A transport hauling 1,000 units of Consumer Goods, will instead drop 1,200 units of Consumer Goods on death. Maybe not logical for +200 cargo to suddenly materialize, but maybe the explanation is "cargo scans didn't pick up the full load available, some was stashed in a hidden cache, and OFs have ways to better find those extra caches")
Flagship Armor Upgrade (1 per OF, ideally on a Shared). Multiplies armor by 2.0x, but multiplies Mass by 5.0x. If PvP Killed, triggers Extended Respawn Timer (24 hours? 3 days? 7 days? Idk. Also 2.0x might be too much? Maybe 1.65x, idk I'm not a balance dev).
I feel like the ZoI Extension one is my favorite. Bigger ZoI = More factions for everyone to run into!
