My fellow humble servants of the Emperor,
The Empire requires your aid for one of many upcoming projects aimed at preparing our nation for the inevitable confrontation with the Republic of Liberty.
Both great Keiretsu are well versed in the construction of space stations, which I hardly have to tell you, therefore the Admiralty wishes for both to work together with the Naval Forces to guarantee each sides expertise complimenting the other. Project Toyotomi represents an undergoing of considerable importance, so please accustomate yourselves with the details of this Project. We require both a stance on the feasibility of the Admiralty's requested requirements to the Outpost as well as rough drafts regarding the materials the Keiretsu will require for this endeavor and whether the usage of spare storage capabilities on the named installations is acceptable. The Admiralty is ready to call in a few favours with the Finance Ministry to ensure both Keiretsu will be compensated more than fairly, so we expect excellence and swiftness from your side. This is after all a matter of national security to a degree.
In humble service of the Kusari Empire, Santo Kaisa Miwa
Emily Furukawa, Ionic Incorporated. I am reviewing your plans in the context of a broader array of operations currently ongoing, but our company is naturally willing to do our utmost for the security of the nation. We have discussed and coordinated with the Naval Forces since the start of this animosity with the Republic of Liberty, so your request does not come out of nowhere.
I cannot imagine the construction of such a fort would be a general question of feasibility, details notwithstanding, but I must be realistic about our capacity to provide assistance. Ionic Inc. does not have a true shipping fleet; we ourselves rely to a great degree on outside partners for our logistics, mostly the Gateway subsidiary Caledonia Distributions Ltd., who have proven reliable.
What we certainly can provide however is assistance with the technical side of such an installation, in particular in regards to energy management, shielding, and armaments, including the facilities of stationboard military craft. We have already been working in cooperation in these fields for over two full semesters now, so any personnel we send would need very little additional walk-in, and we can ensure that the station will be the most modern in Sirius in terms of technical specifications.
It's very likely that some of your personnel working on the project is already personally familiar with some of ours from a course at our institute.
I will send my trusted QA head, Yasu Ike, immediately to establish details. She works fast.

Furukawa-san, Kamimura-san,
We thank you for your swift answers. We understand that Ionic Incorporated has its focus elsewhere and we're aware of your current logistical arrangements. However, we are glad to know you are readily assisting us in ways feasible to your company regardless.
As for you, Kamimura-san. We appreciate your enthusiasm and will eagerly await Samura's compilation of goods required to kick off Project Toyotomi. We have arranged for our own logistical divisions to be temporarily bolstered by vessels lend to us by the State Police and will coordinate with your logistical fleet accordingly once you presented us the initial list.
In humble service of the Kusari Empire, Santo Kaisa Miwa

PROJECT TOYOTOMI PARTICIPATION REQUEST
Greetings Secretary,
This is Fujiwara Nanami, representative of the Fujiwara Group.
I would like to sincerely apologize for the delay in responding to this request. The Fujiwara Group is ready to once again faithfully serve the Emperor and his cabinet to the best of its abilities.
Having looked over the request to establish Toyotomi Outpost, I must raise a rather worrisome concern regarding safety and the outposts viability of remaining functional in long-term. In the document it is made apparent that the Naval forces lack necessary numbers to construct this outpost hence the responsibility being deferred to the Keiretsu. Seeing that the Blood Dragons and the Golden Chrysanthemum already managed to destroy its predecessor Fort Wakkanai they are guaranteed to attempt to halt any construction efforts in the system.
Additionally, the size mentioned by the document does not look sufficient to weather another similar attack assuming that the jump drive is not used to quicky relief it from its attackers.
My concerns are not meant to disparage this plan. If the Emperor wills it, our group shall grind itself into the ground fighting to the best of its ability to realize this project. I only wish to know whether there is a contingency plan in place to ensure that these resources would be put to good use.
Ever Loyal to Kusari, Fujuwara Nanami

Fujiwara-san.
It appears the overview provided by our side led to a few misunderstandings. Please accept my apologizes, whilst I volunteered to oversee this project in representation of the Admiralty, this remains my first endeavor of such nature.
The Naval Forces are not per se short on manpower or assets, however strategic decisions led to the bulk of our logistic divisions being employed to serve projects preparing for the worst possible scenarios with the Republic of Liberty. Operational security surrounding Hokkaido and the Jump Bridge is a shared endeavor with the KOI, which saw significant increases in manpower the past few years.
Regardless, the Admiralty signaled a general readiness to expand the outpost and even leave most of the planning phase to Keiretsu adjacent companies, so long as it is logistically feasible for all parties involved. We invite you to draft a more detailed plan on your own, if you so desire. It would serve to me as a great tool to convince the Admiralty of potential amendments.
In humble service of the Kusari Empire, Santo Kaisa Miwa
