Hints: Hidden roundels

In the last hotfix, some secret roundels were added. I know that one of these has already been found, however the other might be a bit trickier. As a part of the fun and games, I'm going to drop one hint per day in this thread until someone tracks it down.

Please don't datamine for this, as it'll just spoil the fun for yourself and others. If you really must, at least keep the details to yourself.


HINT 1:
It can be found in a field of ice.

HINT 2:
It is within House space or an adjacent system.

HINT 3:
It is near a place of learning.

HINT 4:
It is within 15k of a planet or station.

HINT 5:
The sound of welding and hammering is a bit of a distraction.

HINT 6:
It is located somewhere claustrophobic.

HINT 7:
This is the last one, but it's beam fun.

If you can't find it by the end of tomorrow, 16 clowns will be added to assorted locations within your place of residence. They won't do anything but watch you. Every second you are home they will watch you.
