Following the confirmation of anticipated developments, these regulations are in immediate effect.

• The Totsugekitai Division is hereby dissolved.
  
• The Tokubetsu Keisatsutai is officially reenacted as force under direct command by the Shogunate.
  
• Totsugekitai Division command will be granted leadership roles within the Tokubetsu Keisatsutai.
  
• All law enforcement units are subject to Tokubetsu Keisatsutai orders when approached, regardless of division, rank or organization with the sole exception of the Uchugun Admiralty.
  
• All State Police units are hereby banned from leaving the sovereign space of Kusari or entering Tohoku.
  
• All direct borderworlds of the Empire are considered active warzones.
  
• The following doctrine is hereby greenlighted in the aforementioned borderworlds:
  
  
  Unrestricted Warfare

  Should an Imperial commander see their operational goals repeatedly challenged by enemy presence or deliberate obstruction through neutral third parties, the commander may announce unrestricted warfare tactics to be applied. The general code of conduct, including the right for every non-combatant civilian and corporate vessel to be granted mercy should they surrender peacefully, becomes void. All forces will be ordered to strike critical logistical infrastructure with no warning and mercy.
  
  
• The KOI command receives a blanket pass on operations maintaining a high level of deniability in foreign space.
  
• The KNF is to start preparations for Operation Kantai Kessen immediately.
