The Prison Liner Berwyn was commissioned into service in early 836 AS to provide an emergency expansion to Bretonian prison capacity. This became necessary after the original BPA Parkhurst facility was condemned over systemic construction defects and health and safety failings. Berwyn was purchased from the Bamburgh Company by the Civil Defence Initiative, obtaining a cheap hull that was being divested from its historic passenger fleet.
Following the purchase, renovations added internal partitions to create cells, and installed interior security and surveillance systems to manage inmate compliance. The Berwyn is now primarily responsible for managing the deportation of qualifying Criminals to Rheinland prisons. These include Rheinland nationals who have committed crimes in Bretonia, and Criminals apprehended by Bretonian authorities with priority warrants outstanding in Rheinland territories.

CDI has been attempting to acquire a passenger / prison liner hull for deployment as a retrofitted prison ship, on the cheap. After being ignored by Bowex and BMM (sadly), we tried contacting a new Gateway faction instead. This has resulted in some RP around obtaining and retrofitting the liner.
A bulletin has now been issued advising CDI special constables about the deployment, and its intended purpose The liner will be used to convert Pilot commodities into Criminal Cells (Bretonia), which can then be exported to Rheinland.
This will allow a chain of PvE activities, where pilots are harvested in Dublin, sold on Coleraine in New London, then periodically batch-shipped to Berwyn to create more Criminals. These will then facilitate CDI (or other) convoys.
