I. Situation
Following intelligence efforts by the KOI and the de-facto leak of incomplete schemata of Kishiro's Jump Drive technology through nodes attributed to the Lane Hackers, the worst case scenario drawn in risk assessments half a year ago turned reality. The risk of rapidly losing our tactical superiority, meant to be secured by the very Jump Drives surprise momentum now jeopardized, has significantly increased. Whilst the schemata were immediately analyzed by Kishiro's systems and are considered lackluster at best, we cannot risk a prolonged border stand-off granting the Republic ample time to attempt to cobble together a makeshift version of a Jump Drive themselves. Unlike ourselves, the Republic of Liberty knows no boundaries and restraint, they only know greed and the quest for obtaining new ways to pressure everyone around them into submission. Therefore, as a result of strategic talks between the Shogunate and the Naval Forces Admiralty - with the blessing of his Imperial Majesty - Operation 'Kantai Kessen' is hereby set to active. The interim Imperial Prime Minister and the Defense Minister have been briefed, however due to the urgency of the situation the plan moves forward without waiting for the new Imperial Diet's formation.
II. Mission
The mission: A wave of simultaneous surprise attacks on the Republic of Liberty, neutralizing war objectives without permitting Libertorian forces sufficient time to respond. Heavy usage of newly developed Jump Drive technology in cohort with conventional methods shall guarantee mission success.
Key goal: A decisive first strike causing significant harm to the Republic with the goal of rendering the option of open prolonged warfare politically and economically unfeasible for Liberty. The Empire will extend an immediate offer of peace following this first strike, on terms ensuring neither side loses face, as a prolonged conflict remains contrary to our priorities.
Operational Fine Print: In-depth strategic details will be sorted by local fleet command. This datasheet serves as operational overview only.
Operation Aftermath: Kishiro Technologies and the KOI must be pressured into developing countermeasures against the very technology they have developed. Any sort of makeshift Jump Drive bears the potential to shift the balance of power across the sector, by either state actors, violent criminals or even Nomad enthralled entities. The Lane Hackers attempt to doom the sector to chaos, we must stand against it through technological superiority.
III. Execution
Home Defense Duty: 2nd Home Fleet, IKN-Myoko
The squadron wings and heavy escorts of the IKN-Myoko, alongside detachments from Fuchu Prison and a rearguard of loyal Hogosha wings will form a defensive line at our Southern Border. Active combat situations are not to be expected unless the situation deteriorates for the 5th Major Fleet.
Galileo Frontline: 5th Major Fleet, IKN-Nagasaki
The 5th Major Fleet will be deployed into Galileo, acting as diversion of Liberty forces through unprecedented provocations by our side. It is likely the Carrier Group Ohio will respond to the emerge of the Nagasaki and escorts in Galileo. Active combat situations are to be provoked, active combat status is to be prolonged for as long as possible. The IKN-Nagasaki will remain under strict orders to act defensively following the first shots and drag the fighting towards the Shikoku Gate as needed. The destruction of the LNS Ohio is but a secondary objective.
The Special Operations Group represents our fleets capable of Jump Drive utilization. They will strike at the first sign of Liberty reacting to the Nagasaki's movement, split into three operational groups with varying key targets. Due to the immense flexibility granted to us by Kishiro's breakthrough, operational success permits an "in-and-out" maneuver leaving little to no forces behind enemy lines.
Colorado War Theatre Part 1: 9th Reserve Fleet, IKN-Nagato
The IKN-Nagato's strikegroup under command of Kaigun Gensui Okamoto will emerge at Pueblo Station with two objectives:
Destroying Pueblo Station. Secondary objective: Forcing the retreat of the LNS Rio Grande. Heavy casualties are to be expected due to the density of Liberty Forces around the station.
Colorado War Theatre Part 2: 1st Major Fleet, IKN-Matsumoto
With minimal delay to the Nagato's assault, the Matsumoto battlegroup will emerge to stop a potential reaction by the LNS Amarna and escorts to reinforce their forces at Pueblo Station. Objectives vary depending on active combat situation, reaching from merely stalling the LNS Amarna long enough for the 9th Reserve Fleet to achieve their mission objective up to the destruction of the LNS Amarna followed by an immediate retreat. The surprise momentum and their Commanders reaction remains a wildcard influencing mission objective.
Striking the Heart: 99th Advanced Battlegroup, IKN-Akatsuki + 66th Advanced Battlegroup Detachment + Chochinbi Detachment
A combined force of the 66th and Chochinbi will meet up with the mobile, light battlegroup of the IKN-Akatsuki to enter New York in direct fashion. Emerging next to the West Point Academy, objective goal is to render the Academy unusable and send a very clear signal towards Liberty: The Emperor's fangs can reach anywhere now. This part of the operation holds little strategic value and is solely meant to showcase our capabilities. Generally high levels of security within New York render this strike risky, which is why the Chochinbi volunteers to send several wings meant to slow down advancing reinforcements under usage of the Tokubetsu Kōgekitai doctrine.
This section serves to document commentary issued by all parties with access to operational planning at the request of Defense Minister Kogen. Conflicting points of view on operational key goals led to this decision. No party stood against the operation in general and thus the discussion will limit itself to mission objectives only.
Mobilization and logistical preparations are continuing unhindered of this circumstance to ensure readiness of our troops the moment a consensus was reached. Local commanders will be briefed in full once the internal discussions reached a satisfactory conclusion. For convenience sake, each party will be assigned their own bracket for commentary purposes.
It remains our firm belief that war objectives in Colorado enjoy utmost importance. The leak will have put them on high alert and we must expect fierce resistance. Strike fast, strike hard. The adversary must feel that even prepared, they can no longer guarantee their own safety. Instill fear into the Republic and force them to come to terms with the new reality. (03.03.836, 23:39 STS)
Kaigun Gensui Okamoto commenting in alignment with the rest of the Admiralty. We forward the motion not to strike Pueblo Station as to not alienate the other colonies. Their dependency on Ageira infrastructure - as well as our own which will still persist for years - could tip the scale against us and even lead the other houses to publicly back the Republic. The Admiralty's counter proposal is to strike away from the active border, showcasing our fangs can reach far beyond Colorado if need be. For that purpose, the Admiralty considers an assault on the LNS-Concord as adequate measure. Destabilization of a key corridor will lead to a forced relocation of Libertorian assets away from Colorado and away from their desired invasion of our territory. (04.03.836, 06:04 STS)
The Admiralty's own proposal far outweighs the risks compared to a full assault on Colorado. Despite the leak, Liberty must still be uncertain about the exact capabilities of the Kishiro Drive. Assaults on less heavily fortified positions will showcase their vulnerability. My proposal is an assault on three locations: Colorado, namely the LNS-Amarna by a mobile strikeforce, a heavy assault on the LNS-Concord and an attack not on West Point but Detroit Munitions. Whilst fortified against criminal attacks, the station would not hold against a surprise assault by our forces and its proximity to Planet Manhattan sends an unmistakable message. Seeing as we are given no choice anymore, a first strike remains our only option. I am thankful to even receive the opportunity to voice my opinion on military affairs and have given each proposal hours of my time to not waste this opportunity. We're in the survival phase now and in order to maximize effect, I propose a combination of all approaches so far: Strike the LNS-Amarna, as newest ship of the Liberty Navy seeing it fall to a surprise assault will devastate morale. Strike the LNS-Concord and render California either a freebie for criminal forces, see the Liberty Navy forced to relocate forces meant for the war effort there or create weakpoints in other areas of Liberty. As third objective, strike the LNS-Alma. Whilst the Erie rebellion has been almost put down through military pressure, that pressure would immediately fade with the destruction of the LNS-Alma. Logistic centers such as Harrisburg would end up in a severely weakened position. This opportunity almost guarantees a renewed armed uprising and will sow chaos in Liberty's backyard.
