SUBJECT: Supply of the Eielson Strategic Reserve

References: STRATORD 36-003: Operating Under Conditions Appropriate to Being in a State of War


Logisticians,

As Liberty confronts a new aggressor in the form of Kusari, the Eielson Strategic Reserve has become a critical piece of infrastructure for prosecuting a potential war. The Eielson Strategic Reserve, located at Juneau Shipyard, AK, has been under rapid construction for the past two years. As more H-fuel storage units have come online, H-fuel has been steadily added to the completed segments.

Given the current situation in Colorado, this process must now be accelerated. It is highly likely that shipments bound for Liberty from the Sigmas will be drastically cut at the outbreak of a war, given the Sigmas' proximity to Kusari.

It is my recommendation as Quartermaster that Navy logistics ships prioritize the delivery of H-fuel from any sources available to the Eielson Strategic Reserve. Ensuring a maximum reserve of H-fuel is within Liberty's borders before the conflict escalates will allow Liberty Navy forces freedom of maneuver against the Kusari Navy.

Your proposal has significant merit, and I passed it up the chain to the Admiralty, and they've given their nod to it as well. I would suggest that perhaps expansion be focused on the depot at Norfolk first, as currently its limited capacity is acting as a bottleneck as we try to move reserves to Juneau itself. I'd also be remiss to not mention the ongoing Titusville project in Pennsylvania, and would suggest that the completion of said facility would be a major feather in our caps during these trying times.

Pursuant to your guidance, I will be directing the logistical assets of the Navy to begin shipping H-fuel to Norfolk Shipyard in order to meet contingency plan requirements. Thank you for the reminder regarding the Titusville project in Pennsylvania. I will be in touch with the station managers to see what they need and expedite any required shipments to ensure the project moves forward.

CAPT Keller,

In light of recent events in Galileo and the new requirement for long range refueling, I am releasing emergency funds within the Quartermaster's office to cover short term gaps and make purchases of required supplies on the commercial market. However, additional funding is required for the long-term stability of operations. I ask you forward a request for emergency funding to higher headquarters. A request for funding has been attached to this memorandum as Annex A. Supply shortages and budgetary requirements are outlined in Annex B, also attached to this memorandum.
