The sudden reemergence of such high-ranking personnel without notice tends to trigger issues.

You have a ghost reappear, you do not tell me this. We both know the ramifications of what she does and how complicated this matter is. The last thing I needed was to be informed due to a confused field report to one of my officers triggering an investigation. Not from being given notice by you or your subordinates. I had to send men to start a little manhunt. Though I'm sure you'll be glad to know our preventative measures do seem to work!

Let me make this clear though. I am not my predecessor, and I will not stand for games. This was not a stellar start. How can I be expected to work with or aid you if you do not tell me little things like, why has this extraordinarily dangerous, influential woman returned and what for? Do you even grasp how deeply politicized our organizations remain?

Nonetheless, at the very least, you ought to appraise me now; I will make time in my schedule to meet you or her, if needed. I suppose both would be best, actually. But this better be damned good. I have enough on my plate keeping the Military in line as one force and dealing with the minor issues of the several armed groups who want to kill us all. The only silver lining in this is that our horrifically stalled attempts to recreate her work might finally be able to achieve something now.

The sudden return of former Director V does make for some ripples, but I am satisfied enough with her current explanations that our current precautions are sufficient. She has been reinstated to her former posting in our Research and Development wing, and not without a multitude of eyes to ensure her safety and state.

For the time being, I consider this a sensitive internal matter. She is well insulated from the potential of affecting anything serious until we can completely corroborate her story and fill in the gaps - and I see it prudent to reserve judgement until we have a fuller understanding. Allocating her to resume work on the projects of our mutual interest may be both premature and reckless until we do - and is, as such, out of the question for now.

In the interest of cooperation, I can arrange for a meeting between the three of us - if you so wish. It will have to agree with V's recovery schedule - she is still listed on limited administrative duties pending a more thorough assessment.

The CNS leak, if verified, and it would certainly confirm some suspicions, will unleash a shift in naval warfare as we know it. I am calling for an emergency meeting at once. The utmost effort must be made to replicate such technology if possible, and you have put this woman back into your research and development efforts.

Ponder for a moment what will happen when, and it is a when, the Libertonians manage to recreate this. Our trick in the independent worlds would no longer be able to save us. Jump gates (and perhaps more fortunately for us, holes) will have at most half the relevance they once had militarily. The Libertonian fleet could bypass any defence we put up with little notice. Kusari could outflank us in the Sigmas unfettered.

If we do not deal with this, our relevance as a power will fade into twilight. And God help us if any of those lunatics hiding beyond House space manage to create one of these.

It has been determined that reconstructing and developing countermeasures for this new 'jump tech' is perhaps more a more urgent matter than adapting NEUROTOXIN for mass production. That is not to say that they are mutually exclusive projects.

By R&D wing, I presume you mean that woman, and until she gets her countermeasures operational, I intend to prevent our primary adversaries, barring the current Wilde incursion, which my forces cannot reach safely, from acquiring working jump drive technology in a timely manner.

To this end, I will be ordering what reserve forces I have to embark on a raiding campaign on the Dresden system and attacking other Hessian supply lines wherever possible.

Our primary objectives will be to eliminate the flow of materiel and damage any Hessian industrial assets we find. With luck, we'll also gradually attrit their combat forces and draw a Coalition response. Should we succeed, our intended effect is to retard Hessian and Coalition efforts to deploy jump drive technology by forcing them to draw resources toward replenishing their combat capabilities and remaining resource capabilities.

While my predecessors already succeeded in destroying much of Dresden's remaining industrial capabilities, as well as greatly reducing Hessian combat capabilities, as my own analysts predict, I have little in the way of precise intelligence on their current standing. If you have any actionable intelligence or the capability to produce some, it would greatly aid our efforts, particularly in regard to the Coalition, for whom I have almost no intelligence due to their distance from Rheinland.

Additionally, I intend to have my forces avoid the same fate as the Strausberg, and ultimately, Admiral Schmid, and I would deeply appreciate any additional combat forces you could provide to this operation. Regardless, if you feel you are too occupied with our problems in Thuringia, my forces should ultimately prove able to preserve themselves. I believe I have sufficiently reigned in such foolishness as seen in events like the Honshu Campaign. The Kaiser herself will be leading the operation and will thus no longer be available to support any of your own operations in that theatre once we commence.
