What exactly do you mean by that? Do people have no agency over their characters?

The idea was that the character simply remained in the Order and didn't leave, even if they left the Division, rather than becoming an NPC or anything like that. So, after leaving the Division, you could continue playing in the Order. But that was foolish, from a gameplay perspective and many other RP nuances and pitfalls.

You may find that this clarification is no longer in place. I made a mistake here and posted a rough draft when I was feeling particularly sleepy (got up yesterday at 6 am to come home at midnight). Next time, I'll have to think twice or thrice before I act.
