[Systems] Unable to jettison cargo

Type: Systems
Bug: Unable to jettison cargo in a few system (sometime it show like you can jettison 123456789 unit of cargo and nothing happen, sometime it jettison another item)

Systems concerned so far:

• 100% of the time Fischer (ship tested all classes)
  
• <10% Uncharted 3 (bug happened with the vector)
  
• <10% rare Earchart (bug happened with the vector)
  

Reproduction Steps:

• Take a ship with a mining container or any cargo
  
• Go to the system
  
• Try to drop
  
• Nothing happen you are now a sad miner.
