I wanted to reach out to you about a matter of concern that we've been having at the DOI for a while now.
According to the Citizenship Affairs Cabinet, they're reporting a large amount of people from Kusari and Liberty have started seeking out residency or citizenship proper here in Utsunomiya. Given.. recent tensions, I'm unsurprised that people are wanting to leave for us, even if the amounts are nothing but percentages of percentages when it comes to their massive populations. But for us, even this is starting to become a strain and leaves concern for financial solvency and national security. Bringing all of these people into the fold is proving to cause a bit of panic, especially if the KOI may use immigration as a vector for a potential attack.
I hope you and your men have some ideas, because we're trying to make sure things don't start falling apart here.
I'm well aware of it, and frankly between the Nomads lurking around Liberty, the Prometheans playing pattycake with them and the war between Liberty and Kusari, we've our hands full over here too.
Suffice to say I'd approach Hanamura about the matter when she gets back from that meeting with that merc, Caliban. She's the star of this shitshow, anyway.
But... if you put a gun to my head and asked for a solution, given we're technically at war, It'd make sense to try and bolster our numbers with some sort of draft, but that'd piss off the neighbors who already have a stick in their ass on the mudball we call home.
Alternatively, we could establish a sort of answer to the old Gallic Foreign Legion, where citizenship for those who are able-bodied must be done through a tour of service? Maybe expand it to employment with Starcat as an exception for conscientious objectors for a year or two?
With this we could ensure any new blood directly goes into the economy, save those who're disabled or those who are coming over as a family unit (We'd let the tykes and one of the parents recieve on the other's behalf for their service - something happens, Honorable discharge covers their asses.)
I don't know, I'm just spitballing here, really.

As much as some Zoners may call us literally King Charles for this, we have probably one of the best intelligence apparatuses in the independent worlds - well, save the guys cosplaying as Old Man Hanamura's enemies from back when her daughter wasn't an ice cube, especially when it comes to the domestic domain.
Hanamura reminded me of how paranoid and hellbent intelligence wise Freeport 11's security forces were. She wanted us to be able to nip any terrorist threats in the bud whilst respecting civil rights. It's a tightrope walk but fuck if we don't do a cleaner and better job than I experienced at the LSF for the short time I was there.
The Festival was our biggest test of our intel and security capabilities. During the festival we had total sensor awareness at every corner, and were able to coordinate with Riposte to keep the peace. Other than a couple of drunken Mollies getting a bit too rowdy around sunset and sniffs of chatter among Maltese talking about possible smuggling routes that we took notes of for interdiction on our end, it was all relatively calm.
We do keep tabs on people who come to Utsunomiya. We're not Sauron, but we're not flying blind either. If someone comes off as not a factor, we leave them alone. We've no interest in innocent people's lives - I sure as shit don't want to know what my neighbor does when I leave for work and hear moaning from his windows with the curtains closed - but if he's getting deliveries of active nomad artifacts to his door, then I'm sure as shit calling the police.

Them supposedly claiming authority over Pinnacle certainly isn't legitimate. But at the same time this kind of infighting is exactly what Liberty wants, and god only knows if the LSF won't come by to stab us in the back when we're busy stabbing the Prometheans, Auxesians and any cells that side with them in the face. In fact, I'm certain they will.
As much as I want to take action on this and bring the hammer on this hijacking of the Erie Resistance, It's mired to hell with risks.
I say we wait a bit longer, see if it persists or if this recent fight will humble them enough to back off.

And it's "Clowns to the left of me, Jokers to the Right." And frankly whilst the Xenos put on a good show (compliment), the Prometheans aren't very funny, and neither are their glowing purple friends. Or Liberty for that matter.
Frankly if the Prometheans got rid of Megiddo and disavowed Auxesia, I'd be all for making amends - especially if they acknowledged and disavowed their associations with those Nomad infectees in this region. But right now our hands are tied unless we want to make things worse for all of us.
Remain in defensive posture at this time. If anyone even thinks of shooting a Promethean outside of self-defense, I want them in the brig.

You know full well we keep our end of the table tidy and prepared for things like this. I was trained by some of the remnants of the Skidbladnir's original crew after all. You know, the ones who followed Hawkins from the Order before he left shortly after the Harpies did?
Anywho, onto the matter at hand - and your favorite game, intelligence gathering.
We don't admittedly know a lot about this recent upswell in xenobiotic and xenobiotic-associated activity in Liberty and vicinity. Most of it's just speculation that's based on what we already know about the Vagrant Hivemind and the greater Slomon K'hara's doctrines on subversion and the sort.
What we do know, is this:
- The force we're engaged with that is supporting the Nomads' interest in this region, be it the mainline hivemind out in the Omicrons, or more likely due to distance to the Inverness system and its' hive, the Vagrant Hivemind - goes by some mixed reporting names. Most of the discussion comes back on OSINT through backwater neural net discussion sites and the sort, mostly through Zoners and n'er'do'wells in the Libero-Bretonian worlds and Northern Omegas. They're supposedly called Wendigos.
- The Wendigo cohort, after we interviewed Brevet Major Struikas and Major Iekahara, reportedly operates Kress-line snubcraft, though this could be a byproduct of the pilot in question that they saw first hand, NIBWAKAAWIN, codename 'FOURNIER' having been a well-infested humanoid encapsulated in the craft that probably had been inside it since the fall of Vespucci. Whether they have access to LIBNAV or BRETARMFOR assets in any capacity is unknown. It's a stretch, but if they're anything like the Aoi Isejin or Das Wilde, they may have access to such equipment.
- There's a firm reason to believe that the recent escalation in Galileo between Liberty and Kusari has been fueled in part by the Wendigos. Whether the Aoi Isejin cohort from Kusari, typically tied to the Omicrons' 'main' hivemind of the Slomon K'hara, is involved is unknown at this time, but it's not out of the realm of possibility.
- From what Hanamura-taichou's discussion with Caliban provided, we can assume Auxesia collaborates as well in some fashion with the Wendigo cohort. To what extent is anyone's guess, but from what we know about their relationship with the Vagrant Hivemind, it's not out of the realm of possibility.
I'm sorry we don't have more intelligence for you that isn't speculative or assertion-based, but due to the nature of our limited resources and the sort, we can't get a bigger picture on this. I insist if we're going to continue operating in the area, that we normalize relations with the Order and engage in some intelligence sharing.
P.S. - Would love to meet for beer if you've the time soon. There's a new pub open on Kitachi Street I've been wanting to try. They have this deep fried sushi they are offering that my co-workers here at the command office have been talking about. It's a bit weird, deep frying Sushi. But I guess it's worth a try at least.
I know we burned our bridges with them even more than Hanamura did years ago back on New Tokyo, but Subdigital just got back to me with urgent, high priority intelligence that suggests a coup is in progress in Kusari. We've no idea where Miyasu is, but if she's on New Tokyo, she may have been a target of the coup alongside members of her cabinet. Social Media's also reporting that the IKN Haruna was just destroyed in New Tokyo orbit. We're trying to piece things together but with no official statements, no Sensor coverage in Kusari per the Detente Doctrine, and social media in a total frenzy making OSINT a hedge maze of misinformation, we don't have much to go on. I'll keep you two posted as the situation develops.
