[Systems] Core 3 Freeport Model Orientation

Bug: The Core 3 Freeport POB model is not upright.

Reproduction Steps:

• Watch Freeport 26 become tilted after requesting a Core 3 Freeport model.
  
• Make a successful player request to reset the POB's orientation to 0.
  
• Log in and see that the freeport still looks like the Tower of Pisa.
  

Additional Information: I don't know if the Core 4 version of the Freeport POB model also has this issue.
