1. Can you givecash to a character that is not currently online?

2. If so, can you givecash to a character which is on same account as the one you are logged onto?

1. Yes you can.

2. Yes as well
As long as the char that sending the cash or receiving haven't had a Name Change done the old way.

Yes and Yes, even if the character is offline you will receive a msg when the receiving character logs in.
Characters that have had a name change done the old way can not send or receive credits using the /givecash command.
