Arbiter and fellow Junker,
With my full understanding that I operate outside the Congress as an independent Junker I feel compelled to bring this matter before you.
As an independent Junker, operating my vessel outside from the Congress, I do not expect any support the Congress. My only concern is for the protection of Junker bases and vessels.
I am attempting to receive acceptance on the part of the Liberty house to conduct my operations at Rochester and Beaumont. With their present ban on certain vessels I have received mixed reactions thus far. Due to a somewhat hostile response by one Admiral in the Liberty Navy, I have extended an olive branch to the leadership of Liberty. This is an effort on my part for my operations. I do not bring the Congress into this effort, however I feel you should be aware of my activities. I do not wish to bring disrespect to the Congress.

Good day to the congress of Junkers. This message was send as a request for friendship. I feel rather infantile, saying this word. Altough. *deep sight* My reputation on some of places isnt one of the best. We can say, I look little different than most of you do. So far, the only place where I was threated normally, and the only person I trust, is a Junker. Thinking about the future. I want to offer an alliance, so to say. Why I am speaking so seriously about thing what seems to be not - so abnormal is, that I know where the threads of fate may bring us, and I want to prevent any situation where I will be ... threated as common stranger, or even enemy. As Congressmen, we look to the future. To be certain we have a place and can change and grow and evolve to fit it. These are changing times in Sirius and we maintain that practical viewpoint that has allowed us to always thrive.
Visitors who can pass dna scans for Wild corruption as well as ship scans for nomad/wild fluid contamination are free to dock for purposes of peaceful trade and resupply. Warships and ships at war are requested to not dock our facilities other than in cases of dire need for medical attention or to transfer rescued crews or refugees.
Offers of aid are always welcome but we will examine non-Junker vessels most carefully. We also ask that independent Junkers in "capital class" vessels understand that this affects our neutrality and diplomacy with others. We therefore ask that you refrain from basing within the immediate proximity of the base and instead patrol at a distance or only approach for routine affairs or to intervene in the event of strong attacks.

The group identifying itself as "{RaveN} attacked and destroyed the security ship at Yanagi (a gunboat) by opening fire without warning after being ordered to move outside the 2k no fire/no piracy zone.
His responses were: "The reign of Raven begins now!", "We will own this system", "There are six of us with more everyday!", "We do not care about 5k no fire zones!" and a lot of other blather. A Junker pilot, Jack Crow was engaged and destroyed almost immediately though the Raven pilot identified as "i.n.r.i." fled when a Zoner vessel--previously joined in a joint defense against the Wild--intervened along with a passing vessel of the 522nd.
Also note, the pilot flies a Liberty Rogue Barghest with a pirate ID but the torpedo slotted weapons are exceptionally powerful--possibly introduction of a new technology. Pay close attention to them and their effect and pass along info that indicates they may not be standard weapons.
All Raven ships within Sigma 13 are open to Junker attack and Junker Congress members will aid any vessels there under attack by Raven forces. We welcome help from any other parties interested in the stability and security of Sigma 13 to join us in eradicating these mangy black birds from the area. Thanks for the assist by a passing 522nd ship.

SUBJECT: RaVeN's
From my reading and from the grapevine, these RaVeN's are nothing more than a terrorist organization. They attack without provocation and they attack without regard to affiliations. I would consider them as loose cannons. They may appear friendly at first, but be very cautions as they can turn on you without warning.
The "Raven" group continues to dock and park over Yanagi Depot as if they are friendly--all the while attacking Junkers. Today--once again--they destroyed the Yanagi police ship there but this time a surprise awaited them.
Three Congressional fighters were enroute to Yanagi: .:j:.Alexandros, .:j:.Salvager and .:j:.Scrap.Jackal. Just after the destruction of the Yanagi security ship, these three fighters--two Collectors and an Eagle, respectively--downed the pilot {RaVeN}[X]I.N.R.I.[X]. Alexandros drawing fire, Salvager disrupting cruise and Scrap.Jackal delivering the killing blow with his torp mounted gun.
As the RaVeN pilot drifted through the debris field in his life pod, his tinny voice could be heard shouting, "WAR!", "We'll be back with capital ships!".
A good day for Congressmen and Junkers...a bad day if you're a dead, black bird. I guess we're havin' crow tonight!
Good job Congressmen -- each of you are hereby awarded the Yanagi Defense Medal and promoted a rank. Our thanks as well to the 101st who offered to assist. Free drinks at all Junker bases for all Outcast pilots for the rest of the day!

Today was my Collector's first true test of combat. I hope I proved that these little ships are potent fighters in the right hands. His weapons were powerful indeed, he dropped my shields in one hit but, much to his surprise, merely scratched my hull thanks to all the scrap I've bolted onto it.
I am greatly honored to receive this medal and hope to prove myself further in my future service with the Congress.
