I found the triple bribe while neutral to pretty much everyone on a new game. Also found it while friendly with Corsairs.

Meet one of the other Zoner players which have a Zoner Guard rep when you are in a Starflea.
Then head over to a FP to get a Zoner bribe.
Anything I say is not intended as offensive, and to try and deliberately misinterpret it as such would be an attempt at trolling via misrepresentation.
It's not a conspiracy, it's localised bias. They're not intelligent enough to form a conspiracy.
