sdssn!p3r is correct in pointing to the list of Official Factions, Alignment, and Systems.
Black Squadron, among others, have owned their systems since before this string was started.

Previous to this string all system sales were handled through PMs to Admins. As the server population grew that system was changed to this request string to better serve the community.
