So I had this situation come up today. While taking my trader up top Newark station I docked at that police station right in Cali. I knew that heading into new york is always a potential issue and I wanted a closer spawn point then Cardiff. I undock and before I even have control of my ship I have this guy in a gunship shooting at me. I check my screen and there is nothing. No 2 mil or die...nothing. He was an unlawfull needless to say and my trader has a BHG IFF with a trader ID. SO I slowly turn my hvy tanker trying to get aimed at the trade lane to see if I can get away when ofcourse it's dead and he just keeps firing. Still nothing from his end. I said a few...What ..wait..stops, but no... nothing from him. So I go poof and respawn at the police station.
I PM this person and go what was that you did not even say anything before you attacked me. No responce. I go //you have to make a demand before you can attack traders you did not what was up with that.
His response. " I do not speak English well." Ahhh not an exscuse but ok.
so I let him know he needs to check out the rules and that he, as a pirate needs to make a demand before he can kill a trader.
He goes I am pirate allowed to kill you.
After that I told him only after you have made a demand and I refuse to comply.
after that he did not respond.
So I went on to Newark to do some Rep work and then had to head to sheffield to do the whole abandon a bunch of missions thing. Changing my IFF to IC. I head through Magellen to get there. Low and behold at the station is the same gentleman attacking a GMG trader. I fly buy and he takes a pot shot at me. Again not a word mind you.
Now I have screen shots of our conversation but I missed the dang print screen key during the combat so did not get that part. I do not want to get this guy sanctioned but this has been an ongoing theme with the non english speaking folks. I do believe it is a requirement on the server to be able to speak english...well read at least. Also he was want an indi priate ....who would you talk to about him to get him help with his role play? Would I go to the faction leader of the player faction? I would rather educate this guy then see him get ganked in a sanction.
I say we ban them all for 6 months, that is, enough time for anyone to get some basic english...
chances are, its as well to make a permaban anyway, I doubt anyone will take english course just for a game...
thats an rp server where people interact with each other... if you cant communicate, cant understand whats going on, then, geez, go play on your own LAN server or something...

lets get this right; I dont really mind if they dont bother people and mind their own business. but thats as much good to them as if they played SP, so they might as well save us some bandwith and play either on their own, or make up their own server.
so, yes, I am for a general banning.
They KEEP speaking other languages in sys chat (aside from RP purposes for actual factions of coruse) warn em. They KEEP doing it, send em to bastille, and have someone talk to them.
They do it again, longterm ban.
Ive noticed a large number of russian players who have that problem.
One I tried to stop from smuggling thru omicron minor on my order characther (trader IDd) and he begain screaming at me how is OTHER characther was a coursair and I shouldnt attack him
Then he switched characthers and kept PMing me "I KILL YOU"
I think on balance a word with the Faction Leader might be the right thing and you could make it a positive gesture. If the pilot concerned carries on acting this way it'll be the Faction that will suffer in the end anyway...I think the leader therefore deserves an opportunity to sort it out before the situation escalates.

I like the idea of not banning them but sending them to bastille, then we try and find someone who can speak the language to explan things to them. if they ignore that then we sharpen the banhammer ( O.o)
