I believe Samura's in Sigma 19 as a buncha train NPC's. There's your reason. And if that's not the case, then not much offa reason.

Edit : God no, god no >_< No Omicrons. The Dragons don't have any interests there, not even with the Outcasts.

Ash has done a good job of highlighting it. Anything outside of that is not really BD ZOI. Alpha and Beta aren't BD ZOI, they're OC. Now, you might at some point have legitimate reason to go there, but that is outside of ordinary BD ZOI. 19 is, I'd say, closer to ordinary ops than the Omicrons. I dunno how much you'd go there, though. Also, his map looks like a giant claw is reaching for Hiroshima.:crazy:

As well as this, the BD's may use Sigma 19 as an alternate route to launch attacks, or may need to pass through it certain times. So i'd figured it best to add it in so that if a BD is caught in there for the time it's present that it wouldn't exactly be a breach of rules or RP.

Anyway, I don't really want to dwell much on this since it doesn't really affect me much in the first place.

I'm not saying they/we shouldn't use it. Just saying why I think we/they should. No attack.

Sigma 19 is the primary route from which Samura Industries moves most of its supplies to and from planet Kurile in Sigma 17, and also the route that the Hogosha legitimately bring artifacts into Kusari from the OSC Liner. Blood Dragons would have a vested interest in the destruction of both of these. It is also the primary route in which Corsairs come to Liberty, even more so than Sigma 13.

Since GMG is secretly funding and training BD in exchange for BD to target Samura operations, wouldn't this put Sigma 17 in BD ZoI?

This is a reasonable assumption, although they shouldn't linger in sigma 17. Strike at the planet or a convoy going to it and then leave immediately. The GC do the same on occasion as well.
