Oh and FYI relying on predefined messages to enact piracy is kinda bad form. I have my halt message predefined and my emergency message should they not halt, but everything else is done through impromptu interpretative jazz dances, er I mean typing.

I never know what I'll do to certain trader if im not "on mission" (usualy stop diamond run in NB)... I allways decide after his first reaction (+ calculations lvl/cargo/ship/IFF).
I have 2 predefined messages 1. is stop mesage, 2 is "drop your cargo.... I usualy didnt use any of them. 1 message is used only if there is no time for manual typing (too much traders, bh bc in system etc. etc.), second is used ONLY if trader play "silent Bob" role and refuse stop.
Silent Bobs do nothing for enviromet of system so they havent in my view right for manual typed message.
Maybe it is not moraly right from your view Del but if you dont stop and didint say any word to me, sorry I'll send you predefined order to drop your cargo.
btw: I hate word "Halt".. never use it, my stop call have allways minimaly 3 words.
Everybody trading thru O3 in GMT+1 zone know me and know I try RP every chance for piracy as best as is posible... I just need chance, if you didnt stop or play !silent Bob!, I hadnt chance and, it is your fault not mine.

probably over 80% of the Adv. Trains I come across think they are tough enough to kill my Greyhound. They all fail. If you got rid of your missile load out, you'd be able to kill them too. Once a trader opens fire on you, the rp is over and the engagement begins. It's true traders should not be exempt from the roleplaying before an engagement rule.
Even though Halt is not a demand, you don't have to wait for a trader to stop before asking them to pay for passage.
To answer the OP's original question, yes, you can report this man for his line of OoRP, however, besides his dialogue, he really didn't do anything wrong. A trader can always roleplay a crazy guy who opens fire on anything that seems minutely hostile to him. Does it have repercussions? Yes, yes it does. Is it the best thing to do to keep your job? Not quite...
However, it looks like this guy needs a stern talking to as well, as it doesn't seem like he is RPing anything...

Otherwise, I think he technically is allowed to blow the hell out of you without saying a word, but it would be INCREDIBLY bad form to do so. Like, lynchable form.

No, transports such as Trains use Class 7 turrets, the most powerful of which does 900 hull damage and 450 to shields; a stationary Dagger has no chance against that kind of firepower.
I've got my own pet peeve. Pirates sitting on the Jumpgates.
Seriously. This BREAKS the jumpgates as escorts kicked out of their formation turn around and shoot at the pirates are still in the Que for jumping. I've seen a broken jumpgate for over a minute before, and had started before I got there. That's longer than a Disrupted trade lane, and with no rhyme or reason as to why it is undockable.
These guys think they are hot stuff. I will never pay these gentlemen. If you want me to pay you near a jumpgate, you better show you are capable of catching me... Without using trade lanes of course. I will usually pay a Pirate who intercepts me using the tradelanes, but never if his first attempt was at a Jumpgate. If a Pirate hits me at a trade lane, or in my transit across some systems, They get RP and almost guaranteed pay (assuming they are capable of catching me. Sometimes they aren't.) Hit me at a Jumpgate, all demands for pay will be met with a strict "No." I might even target them so when I say no I can blow them up, if they are weak enough. Probably the only time I ever fire my guns would be for that.
Come on guys, what is so hard about going 1 tradelane out from the jumpgates, disrupting that, and holding the traders hostage there?
