Over the last week and a half the Administration has been debating and voting on three questions. The results are as follows, and are now enforceable by us as necessary :

1) Is The Order allowed into New York?
* Any Order ship should be allowed in NY ------ 0 votes
* Only Order fighters should be allowed in NY- 9 votes
* NO Order ships should be allowed in NY------ 0 votes

2) Who should have authority over The Order as a whole?
* Black Squadron ------------------------------------------ 0 votes
* A council of elected Order pilots, BS| or Indy ------ 1 vote
* BS| is 1 wing of The Order, and indys belong to other wings.No one has authority over anyone else. - 7 votes
* I haven't decided yet. ----------------------------------- 1 vote

3) Should a player faction be able to prevent purchases of ships from their guard system to other members of the same npc faction ? (Regardless of guard system ownership).
* Yes - 1 vote
* No --- 8 votes

Regarding Question 1 : agreed upon engagements between Order capital ships and other players in New York is permitted, if arranged ahead of time and agreed to as an event (PMs on the server is sufficient, an event forum post is not necessary). Do not abuse this to attack people who did not agree to the fight, unless they jump into it. Once the arranged engagement is over, The Order capital ships should leave New York to return to Order space

Regarding question 2, Black Squadron should no longer be considered to be The Order faction itself in its entirety. Black Squadron is one squadron within The Order, and non-Black Squadron Order characters belong to other squadrons within The Order. Black Squadron may influence Order roleplaying as other factions do, but BS| does not control official Order policy. In other words, Black Squadron now has the same level of authority as The Lane Hackers faction : primacy of influence but not total control over all non-player-faction characters.
An Order Council may be created, but no one who disagrees with it is under its authority.
All forum posts to the contrary should be edited by their owners, or they will be edited by the Moderators as necessary.

Regarding question 3, a character who is properly affiliated as a member of a faction (matching ID and Tag), may not be prevented from purchasing ships or equipment from a system belonging to the same faction, regardless of whether or not that system is owned by a player faction. For example, the Hellfire Legion may not prevent properly affiliated Lane Hacker characters from purchasing ships or weapons from Vespucci.

None of these decisions prevent a player faction or non-player faction members of an npc faction from exerting influence (including gunfire) on characters belonging to their npc faction who are behaving contrary to the accepted roleplay for that faction as created by the mod and described by the Administration. In other words, if a Corsair affiliated character is behaving contrary to the way a Corsair should behave (for example, allying with BHG and attacking The Order) then other Corsairs may consider him hostile and act accordingly.

The point is that disruptive behavior may be dealt with by factions and players within the guidelines of their roleplay, but the simple fact of a ship purchase does not constitute disruptive behavior.
The corollary is that no one may be attacked simply for neglecting or refusing to post in a "registration" thread. If someone behaves badly, then their behavior may be influenced, but not posting in a "registration" thread is not bad behavior, nor is it mandatory according to the server rules, nor will player factions treat it as mandatory.
