I haven't actually had a chance to look through the new ID's coming out yet, what would you guys suggest would be good?
Also i would only use the destroyer against players in self defence. I don't like cap-ships much anymore, so much more fun in fighters. You last longer and it's more fun:D.

I would need to role-play as the destroyer because my character is the Dr. Jackson Roberts who controls the Hive and is harvesting humans for food. I will be making another character that will act as a dart from the larger ship, positioned at Buffalo for strikes against Police Patrols nearby.

Why specifically Buffalo? For a start, I doubt the Rogues would take kindly to a human-harvesting creature floating nearby. I also find that more and more people are flocking to New York with their "kill everything" characters ... Why not try the Borderworlds? Perhaps Rheinland or Bretonia? Kusari is also an option. In a similar way to recycling, the possibilities are endless.

I agree, New York is cluttered with oorp talking that i really can't stand listening to even when i'm passing through, let alone if i'm staying in there! I thik i'll go for the Kusari and Rheinland areas, there not that occupied.
Also the agreement was made for the Outcasts and there allies, and it allows the use of there bases. I got to dock somewhere:P.

He doesn't have to ask anyone really, those are just playerfactions who are set up by players. He can say that the Rogues are all transexual bunny rabbits who inhabit the bodies of humans if he really wanted to. Only thing you could do was tell him to be quiet.
It is common courtesy to ask the factions that are around though, makes life easier and better for everyone.
