The conclusion that I am coming to here is that this is a new situation that hasn't really happened before on disco (official faction not being allowed for a new faction) because this is the first time new NPC factions have been introduced that weren't admin controlled. As such I believe an official, explicitly stated stance on the issue of factions setting policies for Gallic factions and in relation to Gallic factions should be set.
As I said before I believe if the Gallic factions cant set policy then Policy shouldn't be able to be set that would hinder them (because we cant defend ourselves). Now this is a bit broad but I dont think terribly unreasonable. If the policy is based off of news or infocards, like the outcasts policy towards the council, I think this is fine. I dont think the BAF policy is though so I believe it should be altered to reflect this. I think the proposed agreement between the council and the BAF achieves this, and doesnt hinder any player, it is also reflective of what the council's objectives are stated to be on various info cards. So hows that sound to everyone?

My character doesnt RP as leadership, only as a mid rank patrol pilot and someone who greets travellers to gallia in orkney. I fly a fighter, no caps yet.
But, I've seen players declaring themselves "fleet admirals of the council" and other such bullcrap, and most of them know less about gallia than I do. In fact, there was a self proclaimed "vice admiral" that I was having to -teach- gallia history, just from what i've learned through faction descriptions and infocards.
Guys, learn the factions before you attempt to make unofficial or official player factions based on them. NOBODY should be claiming leadership over any gallia faction right now.
I haven't really bothered going to Gallia yet, i've been to busy adjusting to the new things around the space i normally occupy, finding trade routes, making some credits. I'll go there when i need to go there, i've heard the most profitable routes go in and out of there

As iv said before though i began reading Gallia info about a month ago, and if theres anything past that, its hidden for no good reason and players definately cant guess it.
You've likely seen me flitting around doing missions. I'm Pierre Deveroux.
He is an Admiral, but he doesn't like caps much. He does command the Joanne d'Arc, but usually I just fly my Agama and enjoy its maneuverability.
I also keep my nose out of other Council player's business.
