Bretonia still has Harris and a BMM base in Tau-23, and a basically clear-shot from Planet Leeds to Orkney if they go the back way (Edinburgh JH to Tau-31, fly the back way to the T-23 jump gate, and nothing between the BMM base and the Orkney jump hole). Bretonia has a presence in all systems leading up to Orkney. If a BMM base can be held and supplied in Tau-23, then an outpost could certainly be constructed and held in Orkney.
Anyway, as Dieter points out, the map says it's Bretonian, and I was under the impression that that was the official map.
Until the BAF or some other bretonian faction actually has a base in orkney, I dont see them having any authority whatsoever of what goes on there, regardless of the system's name in relation to current-world governments.
There's three bases in Orkney to my knowledge - Reunion (council), an IMG base, and an Outcast Base.

It's in Bretonia ZoI, if they want to enforce their right to rule it they can, based out of Tau-23 if nowhere else. Just a short jump to Orkney.
Territorial expansion, let them try.
Let them encounter Kusari forces.
Let them try bypass them.
Let them try enforce the blockade etc.
I'd say to give it time, even if Orkney isn't officially Bretonian, the BAF can always lay claim to it anyway and enforce it with guns. That's what Nations do in real life anyway.

Errors:
1. Harris is in 31.
2. Minefield around Harris might possibly make a back path slightly explosive.

And Kusari can claim control of sigma space because it's "one jump away", right?

Fact is, if you dont have a base in the system, you have no power of authority there. Bretonia cant even hold leeds against the kusari invasion, how are they bypassing the entire kusari fleet to send pilots up to orkney to flaunt their nonexistent control over the system?
Liberty and Bretonia are already enforcing their rule in Magellan and Cortez, and nobody complained at the time. In fact, this was hailed as one of the greatest RP successes of Disco by many people, so I find this change in attitude rather surprising.

To be frank, I am rather startled that Igiss states that Tau 31 is fully overrun by Kusari and seems to imply that Bretonia has utterly lost the Taus. Given that Bretonia controls Harris, the only Planet in all of Tau, has a Battleship stationed in Tau 31 (giving them more bases in Tau 31 than the KNF...), a base in Tau 23 from which our privateers are based, and there is open passage between our Tau 23 base and Orkney, and given that the outcasts are leaning strongly pro-Bretonian in the Kusari conflict, I think that people are hugely overstating our difficulties here and trying to crush potentially good Bretonian RP for no apparant reason.

How pro-Bretonian we lean may be influenced by how willing you are to let us get to our base in Orkney. ;)
The issue, as I see it, is that in this case you're going right over the heads of people who do have bases there to claim control of a system with zero Bretonian presence, while in the Curacao example you got every lawful faction nearby involved including the relatively small OSC playerbase.
Negotiations with the IMG and Council have already been conducted, and we are now in talks with the outcasts. The point of this thread was that people were saying we should not be allowed to even have such negotiations, which limits our RP completely arbitrarily. Why should we not be allowed to even try to do this in RP?
