The sad thing is, its hard to have police contacts. Because if you accept a bribe from the wrong person and that person is a Police informant then your busted. And since many people's RPs are extentions of LPI it would not take long.
It is every citizens right to preserve their morals and their beliefs. However, it is every citizens DUTY to bring about equality.
Capitalism is based around taking advantage of the working class to increase profits. People like you and me are only a dollar sign to them. It is our duty to show these Capitalists what the true meaning of a revolution is, it is not just radicals fighting for change. It is the PEOPLE fighting for what is RIGHT, what is TRUE!
Marxism is the true and right ideal that we should all embrace. Communism is the process in which that ideal is accomplished. The people of Sirius just need pure leaders who will to the end remain incorruptible.

But from my experiance in Kusari, well let me just tell you about one,
I actually launched an investigation into a suspected cardamine using Kusari Naval Officer. Although, it came back as a false claim it was still fun. I did "bribe" officers, not with credits but more with information, favors, equipment, and slowly gained some officers trust. I then asked them to keep an eye on the officer in question, and their reports they gave to me secured the fact that the outcast was a liar.. At least I could rest after his debris floated through space.
It's possible, it just takes time, and a similar timetable to the player factions..
It's a little harder with the KSP as they don't have an official faction as of yet, but the roleplay possibilites are there.
