Could you start with Katlyn's Swansea system, because no-one seems to be contesting that. After that's done, I suppose Edinburgh could be started. The time it takes to mod Swansea might mean that this lot will have resolved itself too. Hopefully.
Alright, well if we don't touch any unlawful bases, apart from Edinburgh there don't seem to be any objections to the rest of the plan, so here it is again:
Changes we're proposing/requesting are:
In Cambridge:
The Line in Cambridge should be extended/Beefed up. If you don't know what it its, the Line is all the weapons platforms beside the tradelane from Planet Camb to Battleship Norfolk. It is a vanilla object, and in rp, ineffective(against vanilla ships, in Bretonia, this means it targets mkI HF, and it sees VHF every day). I'd like to see it at least noticeable...denser Weapons Platforms would be great.
In New London:
The Molly Destroyer moved again, because, well, it should keep moving around.
Kensington...Could use a bit more substance than just a chain of docking ports...more towers, or..something. Its just shabby.
In Leeds:
An ALG base of some sort, for cleaning up the mess. They're getting a zone for mining toxic waste there, and they're a vanilla ally of Gateway.
Dublin:
A gate to Chester, in the top right corner, and lane project down towards the Essex
Chester:
A terraformable moon for that gas giant, and a Planetform survey station, a BMM military shipyards, as well as a gate project.
Manchester
Addition of a Gateway Base, opposite Sheffield.
Newcastle
Lane and gate to Cortez, Carlile eventually habitable. There's rumors about work being done on Carlile, and the Cortez gate would improve playerflow through newcastle. Kuriane suspects it wont mess up the trade routes much because of the size of Newcastle
All of the tradelanes/Gates should start as projects for a mod, then later become active bit by bit. The bases should hopefully expand over time, as well.
=========================================
We are open to discussing changes to unlawful bases however the community believes they might work.
If Seth would care to make a start on the above, we can see what the results look like and then discuss them in more depth. An additional Swansea system is also an interesting idea worth looking at. I beleive Baconsoda also has plans for Poole, which should eventually be included into the whole project.

Regardless, the people would see the Gaians as lunatics that were bombing things to achieve something the government is already trying (New London used to be almost as bad as Leeds on the Planet, for instance). And I doubt they care about the evils of terraforming, seeing as Harris and Ayr were uninhabited by any lifeforms beforehand (OMG, they're bringing life to a rock! I'm going to give money to terrorists! Whoo!).
I think the list of noncontroversial items is an excellent starting point. Most of this discussion has been over only one set of items; there's plenty else to do in the meantime.
On the Swansea idea, let's at least allow the shipyard to be general and not a Bowex shipyard. It's awkward enough that Gateway has to go to Scarborough to get its larger vessels.

ALG is private company same as in RL for example Nokia. I am not sure if it is in their interest invest money in warzone where can be easily harmed/destroyed their facilities and injured/killed their employes. Also clean mess of war during war is little bit senseless. Maybe after war but not now. I dont see any ZOI or lore problem for ALG here, but logic of that now during invasion is phail.
