As I've been on the server, I notice a lack in RP. Yes, I know, this statement is very broad and shallow, but it's the truth.
As I see those who don't RP and don't use OOC tags to show they're not I treat them as though they were RPing until I see those tags. It's very humorous when I as a pirate hear that my pirating buddy 'has a police character'.
On times that I explain to others that they need to RP, they just reply, "I only RP at certain times." Not only is this answer wrong, but it's also very wrong. This is an RP server. All the ships, factions, IDs, and systems have been geared with RP in the mindset. If this server was geared for mindless PVP, we would all be able to pick our ships, ordinance, and gear at a whim and then proceed to duke it out in a single system.
My point:
RP at all times. Keep OOC at a minimum and try to show others that RP is mandatory, not situational. Be it mining in a ghost-system or duking it out for a trader, try to keep it in-character at all times.

Simply because if you are talking with a friend, why should you have to alt-tab out of the game every time you want to say something?
Yes use private comms but making RP completely mandatory, in PM's included, constantly is actually damaging to the server as a whole and would be impossible to regulate.
If you don't want someone speaking OOC to you, inform them that with an in RP comment.
Honestly, restricting private communications would cut down on the social aspect of the game and actually make it just less enjoyable for many.

/signed. (If you do not want any OOC chatter with your friend, inform them, they should stop and keep it all in-RP from that point on. It should not be mandatory.)
Edit: Role-playing should be most of the time, when talking in system, to a hostile, arranging a bounty, an escort, etc. (Not when two people are flying to get somewhere in a system with no-one else in it and both want to talk about the football results in private chat.)

This is the problem. Most people don't actually read and understand the intense Roleplaying atmosphere. A shame, really. The reason I love this place so much is the political debates, the intense rush of being your character. It's just...Enthralling.

I make it a point to never use OOC in system chat. If I want to talk OOC, I will use // in private or group chat, or very rarely in local chat. And I RP all the time I am playing, no matter what I am doing.
PM/group chat is usualy rife with oorp chat, simply because its usualy used to coordinate things based on the games mechanichics, as well as to discuss the changes that .85 have brought.
When informing someone of something rule related (hey buddy you need to get an ID) I usualy use local chat unless too many people are around then I just /t it.

at the end of every fight does not create an intense RP atmosphere either. Post something... or make a greeting message when u log on... or do ANYTHING... that will not be done by individual people to 'uphold the rules' when they just got blown up or who need to piss in their territory for whatever reason.

Those people that have been here since '06 know better. I've never even heard of this happening, let alone see it.
I myself am not immune to anger at losing a fight/ooRP/lolwuttery, but I do my best to restrict that to Skype.
