Ehem, while I'm sort of sure there is a rule somewhere in some dark corner that Gallian tech is not allowed outside of gallia (at this time anyway?), working for the council might get you their gunboat, though it would likely have the same issue that a house military gunboat would face, though the Council may possibly be considered a Blood dragon like existance (maybe? I seriously dont know anything about gallia).

Consider them confirmed. I have personally killed a Zoner Gunboat. Therefore, they must suck, if I can hit them and they're smaller than a Battleship.

zoner gunboats do suck. i think i can solo them in almost any bomber i own.... which is sad.
